(c) Any person required under this sub-title to make a return,
statement, or other document with respect to another person shall
request from such other person, and shall include in any such
return, statement, or other document, such identifying number as
may be prescribed for securing proper identification of such other
person.
(d) For purposes of this sub-section, the Comptroller is author-
ized to require such information as may be necessary to assign an
identifying number to any person.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(Senate Bill 391)
AN ACT to repeal and re-enact, with amendments, Sections 14, 15,
17, 24, 26, 27 and 28 of Article 43 of the Annotated Code of Mary-
land (1957 Edition), title "Health", sub-title "Vital Statistics";
and to repeal Sections 16, 18, 19, 20, 21, 22, 23 and 25 of the said
Article and sub-title of the Code, and to enact new Sections 18,19,
20, 21, 22, 23, and 25 in lieu of Sections 18, 19, 20, 21, 22, 23, and
25 thereof; and to add new Sections 17 (a) (b), 27 and 28A to the
said Article and sub-title of the Code; and changing the said sub-
title to be "Vital Records", relating to the registration and admin-
istration of vital records, generally revising and amending the
vital statistics law of the State, to repeal provisions for local reg-
istration districts and local registrars, and to clarify and mod-
ernize procedures for administering the vital records program in
the State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 14, 15, 17, 24, 26, 27 and 28 of Article 43 of the Anno-
tated Code of Maryland (1957 Edition), title "Health", sub-title
"Vital Statistics", be and they are hereby repealed and re-enacted,
with amendments; and that Sections 16, 18, 19, 20, 21, 22, 23 and 25
of the said Article and sub-title of the Code be and they are hereby
repealed, and new Sections 18, 19, 20, 21, 22, 23 and 25 be and they
are hereby enacted in lieu thereof, to stand in the place of the sec-
tions repealed; and that new Sections 17 (a) (b), 27 and 28A be and
they are hereby added to the said Article and sub-title of the Code,
AND THAT THE SUB-TITLE "VITAL STATISTICS" BE AND
IT IS HEREBY CHANGED TO "VITAL RECORDS", and all to
read as follows:
14. [State Board of Health to register vital statistics] Registra-
tion of Vital Records
(a) Definitions
(1) "Vital Records" means records of birth, death, fetal death,
marriage, divorce, adoption and adjudication of paternity required
by law to be registered with the State Board of Health and Mental
Hygiene.
