The several numbered pay scales referred to in this sub-section are
as established from time to time under the standard salary scale.
Assessors' aides begin with the third salary rate within the applicable
salary range, and not at the beginning salary rate, and move thence
upward to the maximum rate therein.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1963.

CHAPTER 318
(Senate Bill 355)

AN ACT to add new Section 16A to Article 78A of the Annotated
Code of Maryland (1957 Edition), title "Public Works", sub-title
"Board of Public Works", to follow immediately after Section 16
thereof, providing that agencies of the Executive Branch of the
State Government shall not create positions of employment in
addition to or in excess of those specifically provided for in the
budget or its supporting documents. , EXCEPT WHERE FUNDS
ARE PROVIDED THEREFOR BY THE BOARD OF PUBLIC
WORKS FROM THE GENERAL EMERGENCY FUND.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 16A be and it is hereby added to Article 78A of
the Annotated Code of Maryland (1957 Edition), title "Public
Works", sub-title "Board of Public Works", to follow immediately
after Section 16 thereof, and to read as follows:

16 A.

No board, bureau, department, commission, or other agency of
the Executive Branch of the State Government shall create any job
or position of employment in addition to or in excess of those specifi-
cally provided for in the budget or its supporting documents.

CEPT WHERE FUNDS ARE PROVIDED THEREFOR BY THE
BOARD OF PUBLIC WORKS FROM THE GENERAL EMER-
GENCY FUND.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 319
(Senate Bill 362)

AN ACT to repeal and re-enact, with amendments, Section 698(d)
of Article 66C of the Annotated Code of Maryland (1962 Supple-
ment), title "Natural Resources", sub-title "Oysters and Clams",
to change the time permitted under the oyster laws for loading
and unloading of oyster buy boats, OR BUY TRUCKS.
