CHAPTER 305
(Senate Bill 5)
AN ACT to repeal and re-enact, with amendments, Section 244(a)
of Article 41 of the Annotated Code of Maryland (1957 Edition),
title "Governor—Executive and Administrative Departments,"
subtitle "24. Administrative Procedure Act," to exempt the State
Insurance Department from the provisions of the Administrative
Procedure Act.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 244(a) of Article 41 of the Annotated Code of Mary-
land (1957 Edition), title "Governor—Executive and Administrative
Departments," subtitle "24. Administrative Procedure Act," be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:
244.
(a) "Agency" means any State board, commission, department or
officer authorized by law to make rules or to adjudicate contested
cases, except those in the legislative or judicial branches, and except
the Department of Parole and Probation, the State Industrial Ac-
cident Commission, the State Insurance Department of Maryland,
the Public Service Commission, the Employment Security Board and
the State Tax Commission.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963 DECEMBER 31, 1963.

CHAPTER 306
(Senate Bill 11)
AN ACT to repeal and re-enact, with amendments, Section 128 of
Article 66½ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "Motor Vehicle Financial Respon-
sibility," to prevent return of security for financial responsibility
deposited with the Department of Motor Vehicles in cases where
notice of claim is filed with the Unsatisfied Claim and Judgment
Fund Board and to make such notice a lien against the security
deposited.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 128 of Article 66½ of the Annotated Code of Maryland
(1957 Edition), title "Motor Vehicles," subtitle "Motor Vehicle
Financial Responsibility," be and it is hereby repealed and re-en-
acted, with amendments, to read as follows:
128.
Security deposited in compliance with the requirements of this
article shall be placed by the Department in the custody of the State
Treasurer and shall be applicable only to the payment of a judg-
