(c) The municipality or county may issue new bonds to provide
funds for the payment of any outstanding bonds, in accordance with
the procedure prescribed by this subheading. The new bonds shall be
secured to the same extent and shall have the same source of pay-
ment as the bonds refunded.

Sec. 2. And be it further enacted, That if any provision or sec-
tion of this Act is held invalid or unconstitutional by a court of com-
petent jurisdiction, such invalidity or unconstitutionality shall not
apply to or affect the remaining provisions and sections of the Act;
and for this purpose the provisions and sections of this Act are de-
clared to be severable.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 291
(Senate Bill 258)

AN ACT to repeal and re-enact, with amendments, Section 81 (i) of
Article 66˝ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles", sub-title "Administration—Registration—
Titling", providing that if a nonprofit agency or organization is
operating a school bus for one day in any calendar year, and for

any purpose other than the usual one for school buses, no extra

charge or additional license plate is required. RELATING TO
REGISTRATION PLATES AND FEES REQUIRED FOR OPER-
ATION OF SCHOOL BUSES BY NON-PROFIT ORGANIZA-
TIONS ON ONE DAY OF THE YEAR, AND RELATING TO
FINANCIAL RESPONSIBILITY FOR SUCH ONE DAY OF
OPERATION.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 81 (i) of the Annotated Code of Maryland (1957
Edition), title "Motor Vehicles", sub-title "Administration—Regis-
tration—Titling", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

81.

(i) School buses, publicly or privately owned, under contract of the
boards of education of the political subdivisions, and/or owned or
under contract by accredited schools, shall pay a flat registration fee
of $15.00 when operating for the purpose of transporting pupils be-
tween home and school, between designated points of collection and
school, or to or from any school activity. When operating for these
purposes and for these purposes alone, they shall carry the usual
school bus insignia, front and rear, and "stop" signals, front and
rear. When operating a school bus for any purposes other than those
above set forth, the owner shall take out an additional license plate
for which the charge shall be $30.00 per year; except that, ON ONE
SUNDAY DURING OCTOBER IN ANY YEAR (with no extra
charge and no additional license plate), a school bus may be char-
