by a Master Plumber or by the owner or the agent of the owner of
such sewer or water system.
SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1963.

AN ACT to add a new Section 152 A to the Code of Public Local Laws
of Howard County (1957 Edition, being Article 14 of the Code of
Public Local Laws of Maryland), title "Howard County", to follow
immediately after Section 152 thereof and to be under the new
sub-title "Park and Water Facilities Fund"; relating to purchase
of land for park and possible expansion of water facilities in
Howard County, providing authority for a transfer tax on trans-
fer of real property in Howard County, establishing the MAXI-
MUM rate of the tax and the method of collection, and requiring
the Commissioners to hold a public hearing before imposing the
tax.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 152A be and it is hereby added to the Code of
Public Local Laws of Howard County (1957 Edition, being Article
14 of the Code of Public Local Laws of Maryland), title "Howard
County", to follow immediately after Section 152 thereof and to be
under the new sub-title "Park and Water Facilities Fund", and to
read as follows:
152A.
The County Commissioners are authorized to purchase land with-
in the limits of this County for public park use, and possible future
expansion of county water facilities.
The purchase price of any such lands shall be paid from a fund
to be known as the "Park and Water Facilities Fund". Such a fund
is hereby established and authorized. No moneys shall be paid into
the Fund except those collected from a transfer tax on real property
which the County Commissioners are hereby authorized to impose
and/or any funds from the State of Maryland or the United States
of America.
No transfer tax shall be imposed by the Commissioners until ten
(10) days after a copy of the proposal therefor has been advertised
at least once a week for three consecutive weeks in one or more
newspapers of general circulation published in Howard County. Such
advertisement shall contain therein a date specified for a public hear-
ing on the proposed tax giving an opportunity for the citizens of the
County to express any protests or recommendations for such tax.
Such hearing must be held prior to any imposition of such tax by
the Commissioners.
If any transfer tax is imposed by the County Commissioners, pur-
suant to this section, it shall be subject to the following limitations:
