of the same, and on or before the 10th day of March of each year, the
County Engineer or Road Supervisor shall submit to the County
Commissioners a written report covering the condition of the differ-
ent roads in the County, and the improvements made in the preced-
ing twelve months, and a detailed statement of the amount of cost of
material on each road.
464. The [Road Directors herein provided for] County Commis-
sioners shall take charge and supervision of all roads and bridges in
Allegany County and shall see that no obstructions, hindrances or
injury are or is permitted upon any road or bridge under their super-
vision, and any person placing any obstruction of any kind whatso-
ever on the public roads or in any side ditches thereto shall be liable
to a fine of not less than five dollars nor more than twenty-five dol-
lars for each and every offense, which may be imposed by the justice
of the peace upon the complaint of the [Road Directors or Engineer]
County Commissioners, and the person so placing the said obstruc-
tion on the public roads or in the side ditches thereto shall be liable
to a fine of not less than five dollars nor more than twenty-five dollars
for each day that he permits said obstruction to remain after the ex-
piration of two days from the imposition of the original fine. All fines
collected under the provisions of this section or of other sections of
this sub-title shall be paid over to the Treasurer of Allegany County
and credited by him to the account of the [Road Directors] County
Commissioners, for road purposes; all such fines to be collectible as
other fines imposed by justices of the peace.
470. Whenever any person or persons shall desire to improve any
road to an extent beyond that contemplated by the [Board of Direc-
tors] County Commissioners, they may make application to said
Board by petition, setting forth the location of the road to be im-
proved, the extent and character of the improvement, and the prob-
able cost thereof; and the said [Road Directors and Engineer]
County Commissioners shall meet upon the premises and examine the
location and the purpose set forth in the petition; and if [said Board
of Road Directors] the County Commissioners shall judge that the
public interest will be promoted thereby, they may direct the expendi-
ture of an amount not exceeding three hundred dollars per mile for
such improvements, but the petitioner shall first pay into the treasury
of the county an amount not less than equal to that appropriated by
the [Road Directors] County Commissioners. All of said money to
be then expended for said improvements under the direction of
[said Road Directors] the County Commissioners.
471. Whenever any owner of any property in Allegany County
shall have paved, laid out or graded any avenue or road for the public
convenience and is willing to dedicate the same to public uses by
good and sufficient deed, duly recorded, the [Board of Road Direc-
tors is] County Commissioners are authorized to accept the same,
if in the opinion of [said Board] the County Commissioners the same
be convenient for public use, and upon acceptance, the said avenue or
road so dedicated shall be kept in good order and repair by [said
Road Directors] the County Commissioners; provided, however, that
previous to such acceptance, said road shall be not less than thirty
feet in width and duly and properly graded in the judgment of the
[Roads Engineer] County Commissioners. All such deeds shall grant
