Sec. 2. And be it further enacted, That this Act shall take effect

AN ACT to repeal Section 45A of Article 66C of the Annotated Code
of Maryland (1962 Supplement), title "Natural Resources", sub-
title "In General", sub-heading "Harbor or Channel Improve-
ments", and to add a new Section 49 to Article 96 of the Annotated
Code of Maryland (1957 Edition), title "United States", to follow
immediately after Section 48 thereof and to be under the new sub-
title "Powers of Counties and Municipalities to Participate in
Federal Projects", authorizing counties and municipalities to assist,
cooperate and contract with and to undertake obligations to the
United States or any agency thereof with reference to the con-
struction, erection, financing, maintenance, use or operation of
Federal works, improvements and projects including dredging,
river and harbor and navigation projects, works and improvements,
to levy for, appropriate and obligate money, and obtain private
financing therefor; to condemn interests in land and enter on lands
and waters for surveys and examination of the same; and relating
generally to the powers of counties and municipalities in con-
nection with such projects, works and improvements and ratifying
and validating any act or contract authorized under the terms
hereof but entered into or performed by any county or municipality
prior to the effective date of this Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 45A of Article 66C of the Annotated Code of Maryland
(1962 Supplement), title "Natural Resources", sub-title "In General",
sub-heading "Harbor or Channel Improvements", be and it is hereby
repealed; and that new Section 49 be and it is hereby added to Article
96 of the Annotated Code of Maryland (1957 Edition), TITLE
"UNITED STATES", to follow immediately after Section 48 thereof,
to be under the new sub-title "Powers of Counties and Municipali-
ties to Participate in Federal Projects", and to read as follows:

Powers of Counties and Municipalities to Participate
in Federal Projects

49. (a) Any county or municipality of the State of Maryland, in
addition to the powers which it may now have, shall have the power
and is hereby authorized to:

(1) aid, assist, participate and cooperate with the United States or
any agency thereof in constructing, erecting, financing, maintaining,
using or operating any Federal work, improvement or project, in-
cluding dredging OR FLOOD CONTROL projects or other Federal
river and harbor and navigation works and improvements, and to
