the general park and recreational system and facilities of the
Mayor and City Council of Baltimore, (EXCEPT IN THE AREA
GENERALLY REFERRED TO AS THE JONES FALLS VAL-
LEY) including, but not limited to, the acquisition, by purchase
or condemnation or any other legal means, of land or property, or
any rights therein, in the City of Baltimore,; including, but not
limited to, the area generally referred to as the Jones Falls Valley;
the construction and erection of buildings, structures and facili-
ties; the construction and installation of roads, driveways, parking
areas, water, sewerage, electrical and other utilities; the acquisi-
tion and installation of equipment for any and all new facilities
authorized to be constructed or erected under the provisions here-
of; the landscaping of new park and recreational areas authorized
to be acquired under the provisions hereof; securing architectural
and engineering services and surveys, and for any other activities
relating to planning for any of the purposes above mentioned; and
for doing any and all things necessary, proper or expedient in con-
nection with or pertaining to any or all of the matters or things
hereinbefore mentioned; AND THE PROCEEDS DERIVED
FROM THE SALE OF THE CERTIFICATES OF INDEBTED-
NESS, NOT EXCEEDING THREE MILLION DOLLARS
($3,000,000.00), TO BE USED FOR THE ACQUISITION, BY
PURCHASE OR CONDEMNATION, OR BY ANY OTHER
LEGAL MEANS, OF LAND OR PROPERTY, OR ANY RIGHTS
THEREIN, IN THE AREA IN BALTIMORE CITY GENER-
ALLY REFERRED TO AS THE JONES FALLS VALLEY AND
FOR THE DEVELOPMENT AND IMPROVEMENT OF SUCH
LAND AND PROPERTY FOR GENERAL PARK PURPOSES,
INCLUDING, BUT NOT LIMITED TO, THE CONSTRUCTION
AND ERECTION OF BUILDINGS, STRUCTURES, AND FA-
CILITIES; THE CONSTRUCTION AND INSTALLATION OF
ROADS, DRIVEWAYS, PARKING AREAS, WATER, SEWER-
AGE, ELECTRICAL AND OTHER UTILITIES; THE ACQUI-
SITION AND INSTALLATION OF EQUIPMENT FOR ANY
AND ALL NEW FACILITIES AUTHORIZED TO BE CON-
STRUCTED OR ERECTED UNDER THE PROVISIONS
HEREOF; THE LANDSCAPING OF NEW PARK AND REC-
REATIONAL AREAS AUTHORIZED TO BE ACQUIRED
UNDER THE PROVISIONS HEREOF; SECURING ARCHI-
TECTURAL AND ENGINEERING SERVICES AND SUR-
VEYS, AND FOR ANY OTHER ACTIVITIES RELATING TO
PLANNING FOR ANY OF THE PURPOSES ABOVE MEN-
TIONED; AND FOR DOING ANY AND ALL THINGS NEC-
ESSARY, PROPER OR EXPEDIENT IN CONNECTION WITH
OR PERTAINING TO ANY OR ALL OF THE MATTERS OR
THINGS HEREINBEFORE MENTIONED; authorizing said
municipality to submit on ordinance or ordinances for said pur-
pose THE SEVERAL PURPOSES MENTIONED HEREIN-
ABOVE, SUBJECT TO CERTAIN CONDITIONS, to the legal
voters of Baltimore City, and providing generally for the issuance
and sale of said certificates of indebtedness.

Section 1. Be it enacted by the General Assembly of Maryland,
That:

(a) The Mayor and City Council of Baltimore be and it is hereby
authorized to create a debt, and to issue and sell its certificates of
