Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 217
(House Bill 248)

AN ACT to add a new Section 187D to Article 66½ of the Anno-
tated Code of Maryland (1962 Supplement), title "Motor Vehicles,"
subtitle "Operation of Vehicles Upon Highways," to follow im-
mediately after Section 187C thereof, giving to the County Council
for Montgomery County powers to regulate the speed of vehicles
within said County and relating generally to the administration
and operation of such powers.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 187D be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1962 Supplement), title "Motor
Vehicles," subtitle "Operation of Vehicles Upon Highways," to fol-
low immediately after Section 187C thereof, and to read as follows:

187D.

Notwithstanding any other provisions of this Article, the County
Council for Montgomery County is authorized and empowered to
regulate the speed of vehicles on any road, street, lane or alley within
Montgomery County which is not within the corporate limits of any
incorporated city, town or village and which has not been designated
or maintained as a part of the State or Federal highway system or
an extension thereof. The County Council for Montgomery County
also is authorized and empowered to provide for the payment of fines
for a conviction for violating any such regulation made by it concern-
ing the speed of vehicles; any and all fines collected pursuant to the
provisions of this section shall be disposed of according to the pro-
cedure provided in Section 341 of this Article. All traffic control
devices erected under the authority of this section by the County
Council for Montgomery County shall conform to the State Manual
and Specifications, as adopted under Section 189 of this Article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
