shall hold office for the term of two years from the date of his
election, and in each case] and each shall hold for four years and until
his successor shall be elected and qualified. [And at each general
election, held, respectively, every second year after the election to be
held on the Tuesday next after the first Monday of November in the
year nineteen hundred and fifteen, there shall be elected one County
Commissioner for the full term of six years to succeed the Com-
missioner whose term shall then expire, and the person so to be
elected shall be selected from the same district as the Commissioner
whose term shall so expire, and no two Commissioners from one and
the same election district shall hold office as Commissioners in said
county at one and the same time. In the event that any vacancy
should occur in said Board of Commissioners for any cause, the
Governor shall appoint a suitable person to fill such vacancy or
vacancies, and the person or persons so appointed shall hold said
office for the full term of the person whose office shall have become
vacant. The appointee so appointed shall be a resident and voter in
the election district wherein the person whose office shall have been
vacated resided and voted at the time of his election; and the com-
pensation of the said Commissioner shall be the same as is now
provided by Section 15 of Article 25 of the Code of Public General
Laws.]

76. The County Commissioners are authorized and directed at
their first meeting after their election and qualification, to elect by a
majority vote one of their number president [and treasurer], who
shall serve until his successor is elected and qualified.

[77. The said president and treasurer shall receive and be respon-
sible for all moneys which shall be paid to the said County Com-
missioners, and shall keep an accurate account of all receipts and
expenditures; and before he acts as such he shall give bond to the
State of Maryland in the penalty of ten thousand dollars, with surety
to be approved by two judges of the Orphans' Court, or one judge of
the Circuit Court for Calvert County, with conditions that he shall
well and faithfully execute his office, and shall account for to the
County Commissioners of Calvert County, and pay upon their order
the several sums of money which he shall receive for the said
Commissioners, or be answerable for by law, at such times as the
said Commissioners shall require.]

[78. All persons holding orders, checks or drafts drawn by the
County Commissioners of Calvert County upon the collectors of
county taxes of said county, shall present the same to said County
Commissioners during the first five days of their session in April of
each year, when they meet to make the annual State and county levy;
and it shall be the duty of the County Commissioners to make and
preserve a memorandum of the number of each order, check or draft
so presented, the amount thereof, the date of its issue, and the person
to whom issued; and the County Commissioners are authorized and
empowered to levy upon the assessable property of the County a sum
of money sufficient to pay the same, provided the funds and solvent
tax bills in the hands of the said collectors appear to be insufficient
for the purpose.]

[79. The holders of said orders, checks or drafts failing to present
the same to the County Commissioners as provided for in the pre-
ceding section, shall not be entitled to receive or demand of, or from
