in the administration of this subtitle, and to formulate a plan of
cooperation, to become effective when approved by the Governor. In
order to facilitate the cooperation between these two agencies in the
administration of this subtitle, the Governor shall appoint a commit-
tee, to be known as the Injured Workers' Rehabilitation Committee,
to advise the Workmen's Compensation Commission with respect to
all [phrases] phases of rehabilitation of injured workers filing claims
for compensation with the Commission, including workers whose
claims are ultimately denied or who are held to be not within the
coverage of the laws relating to workmen's compensation as set forth
in Article 101 of the Annotated Code of Maryland. The Committee
shall consist of the following individuals: The Chairman of the
Workmen's Compensation Commission, the State Director of Voca-
tional Rehabilitation, one employee, one employer, a representative
of a casualty insurance company and a registered physician. The
Governor shall designate one member of the Committee to serve as
Chairman. The Chairman of the Workmen's Compensation Commis-
sion and the State Director of Vocational Rehabilitation shall be
members of the Committee ex officio, and the individuals presently
holding those positions shall serve on the Committee until their suc-
cessors in those positions assume their respective offices. The re-
maining four members of the Committee shall serve for a term of
six years, except that with respect to the initial appointment, two
such members shall serve for a period of four years. The Committee
shall meet at such times as may be necessary for the performance
of its duties but in no event less than quarterly. The members of the
Committee shall serve without compensation, but shall be entitled to
be reimbursed for travel and other expenses necessarily incurred
in the performance of their duties and such other expenses as may
be incurred by the Committee in the performance of its duties;
such
expenses shall be paid by the Workmen's Compensation Commission
out of funds to be appropriated for that purpose.

(b) [The Workmen's Compensation Commission shall employ a
qualified rehabilitation counselor and the necessary clerical staff to
review all reports of permanent-partial and permanent-total dis-
ability. It shall be the duty of the rehabilitation counselor and his
staff to select from all such reports all cases where vocational rehabili-
tation appears to be appropriate and to refer all such cases to the
Division of Vocational Rehabilitation within sixty days after the
date of injury, or as soon thereafter as is possible under the circum-
stances. Upon request of the Division of Vocational Rehabilitation,
the Workmen's Compensation Commission shall make available a
complete medical evaluation, including prognosis of work potential,
of any worker whose case has been referred by the Commission. The
salaries of the rehabilitation counselor and his staff and all necessary
expenses incurred in the furnishing of supplies, furniture and office
space shall be paid by the Workmen's Compensation Commission out
of funds to be appropriated for that purpose.] The Workmen's Com-
pensation Commission shall establish a program of rehabilitation
within the said commission and employ the necessary rehabilitation
counselor or counselors and the necessary clerical staff to review all
reports and claims. It shall be the duty of the Workmen's Compensa-
tion Commission Rehabilitation Program to select from all such re-
ports and claims filed with it where vocational rehabilitation appears
to be appropriate and after proper investigation to refer all such
