CHAPTER 186
(Senate Bill 408)

AN ACT to repeal and re-enact, with amendments, Section 70 of
Article 27 of the Annotated Code of Maryland (1962 Supplement),
title "Crimes and Punishments", sub-title "Cruelty to Animals",
providing criminal penalties for allowing female dogs to run at
large in Talbot County while in heat.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 70 of Article 27 of the Annotated Code (1962 Supple-
ment), title "Crimes and Punishments", sub-title "Cruelty to Ani-
mals", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

70. In Cecil, Dorchester, Howard, Talbot and Wicomico counties,
it shall be unlawful for the owner or custodian of a female dog while
is IN oestrus or in a condition commonly known as "in heat" or "in
season" to knowingly allow the same to run at large. Every person
violating the provisions of this section shall be deemed guilty of a
misdemeanor and, upon conviction thereof, shall be subject to a fine
of not more than twenty-five dollars. Provided further in Cecil,
Dorchester and Wicomico counties the owner or custodian of said
female dog shall keep said female dog confined during said period
aforementioned.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 187
(Senate Bill 451)

AN ACT to repeal and re-enact, with amendments, Section 191 (h)
of Article 56 of the Annotated Code of Maryland (1962 Supple-
ment), title "Licenses", sub-title "Dog Licenses in the Counties",
changing provisions relating to dog and kennel licenses in Howard
County from certain amounts to fees to be determined by the
County Commissioners and providing that the act is of an emer-
gency nature.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 191 (h) of Article 56 of the Annotated Code of Mary-
land (1962 Supplement), title "Licenses", sub-title "Dog Licenses in
the Counties", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

191.

(h) In Howard County the fee for [each male dog and each spayed
female dog is $1.50, and the fee for each unspayed female dog is
$2.50.] dog and kennel licenses shall be determined by the County
Commissioners.
