Section 1. Be it enacted by the General Assembly of Maryland,
That the following Sections of Article 19 of the Code of Public Local
Laws of Maryland (1930 Edition), title "St. Mary's County," sub-
title "County Commissioners,": Section 50 as last amended by Chap-
ter 47 of the Acts of 1950, Section 51 as last amended by Chapter
560 of the Acts of 1959, Section 52 as amended by Chapter 265 205 of
the Acts of 1951 and by Chapter 560 of the Acts of 1959, and
Section 53 as amended by Chapter 560 of the Acts of 1959, be and
they are hereby repealed and re-enacted, with amendments; that
new Sections 50.A, 53.A, 53.B, and 53.C be and they are hereby
added to said Article of said Code to follow immediately after
Sections 50 and 53, thereof, respectively, and all to read as follows:
50.
The fiscal year of St. Mary's County shall be [as the County Com-
missioners elect on or before June 30, 1950, under the provisions of
Article 19, Section 49 of the Annotated Code of Maryland (1947
Supplement)] the period beginning on July 1 and ending the follow-
ing June 30. The issuance of "County Certificates" or "Script" is
hereby prohibited. The County Commissioners shall direct the
County Treasurer to pay all current bills or debts by check as they
are presented.
50.A.
During the months of March and April of each and every year, the
Board of County Commissioners of St. Mary's County, in addition
to its functions as now fixed by law, shall be, and it is hereby con-
stituted "The Board of Estimates for St. Mary's County." The
director of finance shall act as secretary to the Board and shall
perform such other functions as the Board may require, including
immediate supervision of budget submissions and preparation.
51.
Every county agency shall submit to the [County Commissioners]
Board of Estimates of St. Mary's County on or before [February 1]
March 1 in each year a detailed and itemized estimate of the amounts
to be required for the operation of such agency during the ensuing
fiscal year, classified in such form and containing such other in-
formation as the [County Commissioners] Board of Estimates shall
require from time to time. IN THE CASE OF ROAD FUNDS RE-
QUESTED FOR ANY FISCAL YEAR, THE ESTIMATE OF
FUNDS SHALL SHOW AS SEPARATE SUMS THE AMOUNT
FOR NEW CONSTRUCTION AND THE MILEAGE TO BE CON-
STRUCTED, AND THE AMOUNT FOR MAINTENANCE AND
THE MILEAGE TO BE MAINTAINED. Such estimate shall be
submitted under the oath of the official in charge of such agency that
such estimate and the matters and facts contained therein are true
and correct to the best of his knowledge, information and belief.
[Whenever referred to in this Act,] The term "county agency" shall
include the Board of County Commissioners and any officer, depart-
ment, commission, board, bureau or other agency of the county and
any institution receiving any appropriation from county funds.
