and permits are required for this
privilege in said counties, which
shall be issued without charge
and only to residents and land-
owners of the said counties. In
Allegany County, there shall be
no period for hunting antlerless
deer unless the member of the
Commission from the geograph-
ical section embracing the coun-
ty agrees to such a period.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 131
(House Bill 200)

AN ACT to repeal and re-enact, with amendments, subsections (a),
(b), (c), and (d) of Section 39B of Article 88A of the Annotated
Code of Maryland (1962 Supplement), title "State Department
of Public Welfare," subtitle "Maryland Children's Center and
Southern Maryland Children's Center," changing the name of
the Southern Maryland Children's Center, also changing the name
of the said subtitle, and relating generally to the name and the
continued status and operations of the Southern Maryland Child-
ren's Center AND CORRECTING AN ERROR THEREIN.

Section 1. Be it enacted by the General Assembly of Maryland,
That subsections (a), (b), (c), and (d) of Section 39B of Article
88A of the Annotated Code of Maryland (1962 Supplement), title
"State Department of Public Welfare," subtitle "Maryland Chil-
dren's Center and Southern Maryland Children's Center," be and
they are hereby repealed and re-enacted, with amendments, to
read as follows:

39B.

(a) The State Department of Public Welfare, within the annual
appropriations therefor, may establish, maintain and operate a
facility to be known as the [Southern Maryland] Thomas J. S.
Waxter
Children's Center, for the detention and study of children
held by peace officers on a charge which is or could be adjudged as
delinquency. The Department by rule and regulation shall establish
such policies of administration and discharge for these children as
will provide for adequate care for the children, and adequate ser-
vice to the courts in which they may appear. The State Department
also shall supervise, direct and control the [Southern Maryland]
Thomas J. S. Waxter Children's Center, prescribe minimum quali-
