ment), title "Motor Vehicles," subtitle "Administration—Regis-
tration—Titling," to permit an Orphans' Court to direct the re-
registration of a motor vehicle by the filing of a petition by the
personal representative of the deceased owner.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sub-section 51 (cc) of Article 66˝ of the Annotated Code of
Maryland (1962 Supplement), title "Motor Vehicles," subtitle "Ad-
ministration—Registration—Titling," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

51.

(cc). Whenever the title or interest of an owner in or to a regis-
tered vehicle shall pass to [the spouse] a legatee or distributee of
the deceased as a result of testamentary disposition or intestate de-
volution, said [survivor], legatee or distributee, during the course
of the administration of the estate, shall be entitled to operate such
vehicle upon the highways of the State until the expiration of the
current annual registration in the name of the deceased, [spouse]
without the necessity of applying for or obtaining the registration
and certificate of title required by law [.] and the personal repre-
sentative of the deceased may during the course of the administration
file a petition with the orphans' court showing that an appraisal has
been made and that the estate is solvent and sufficient to pay taxes,
debts and expenses; in which event said court may pass an order for
the transfer of title to said legatee or distributee for the purpose of
obtaining the registration and certificate of title in the name of said
legatee or distributee.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 114
(House Bill 130)

AN ACT to repeal and re-enact, with amendments, Section 118 (b)
of Article 77 of the Annotated Code of Maryland (1957 Edition),
title "Public Education," subtitle "Chapter 8. Teachers' Certificates,
Salaries and Benefits PENSIONS," subheading "Teachers' Retire-
ment System" and to repeal and re-enact, with amendments, Sec-
tion 12 (a) of Article 25 of said Code, title "County Commis-
sioners," subtitle "General Provisions," authorizing generally the
County Commissioners of Kent County, in their discretion, to pay
certain retirement benefits to certain school teachers.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 118 (b) of Article 77 of the Annotated Code of Mary-
land (1957 Edition), title "Public Education," subtitle "Chapter 8.
Teachers' Certificates, Salaries and Benefits PENSIONS," subhead-
