House Bill No. 1064—Traders' Licenses in Anne Arundel County
AN ACT to add new Section 1B to Article 56 of the Annotated
Code of Maryland (1957 Edition and 1962 Supplement), title "Li-
censes," subtitle "Mode of Issuing—General Provisions," to follow
immediately after Section 1A thereof, providing that no license for
selling goods and chattels shall be issued by the Clerk of the Circuit
Court for Anne Arundel County until he is presented with certain
occupancy and zoning certificates required by the laws of Anne
Arundel County.

Dear Mr. Mandel:
In accordance with Section 17 of Article II of the Maryland Con-
stitution, I am returning herewith House Bill 1064 which I have
today vetoed.
House Bill 1064 provides that no traders' license shall be issued
by the Clerk of the Circuit Court for Anne Arundel County unless
he has proof that the applicant has first obtained a building certifi-
cate of occupancy and a zoning certificate of occupancy. The Bill is
apparently intended to serve as a method of uncovering violations
of the Anne Arundel County building and zoning laws and to insure
compliance therewith by applicants for traders' licenses.
The Clerk of the Circuit Court for Anne Arundel County has ad-
vised me that his office is not equipped to undertake the administra-
tion of this measure and that the added duties imposed by this Bill
would seriously interfere with the orderly and expeditious opera-
tion of his office and his responsibility to the Court. I am also
advised that Anne Arundel County already has building and zoning
inspectors whose functions and responsibilities are to insure com-
pliance with the building and zoning laws of that County.
Inasmuch as no other County of the State places this extra burden
upon the Clerk of the Circuit Court and because the Bill makes no
provision for implementing the staff of the Clerk of the Circuit
Court, I am constrained to withhold my signature from this Bill.
