House Bill No. 792—Transportation Services in Prince
George's County
AN ACT to repeal and re-enact with amendments Section 41 and
to amend Section 63 by adding a new subsection to be known as sub-
section (c) Section 63 of Chapter 780 Acts of the General Assembly
of Maryland 1961, being Article 16 of the Code of Public Laws of
Maryland, title "Montgomery County," subtitle "Maryland-Wash-
ington Metropolitan District" and "Maryland-Washington Regional
District"; to provide that for coordination of transportation services
for that portion of the Metropolitan and Regional District in Prince
George's County shall be subject to the direction of Board of County
Commissioners for Prince George's County; and to provide addi-
tional requirements for the adoption of general plans in that portion
of the Regional District lying and being within Prince George's
County.

Dear Mr. Mandel:
I have vetoed House Bill No. 792, and I am returning the same to
you along with my veto message as required by Article 2, Section 17,
of our Constitution.
This Bill is a Prince George's County local Bill, and relates to
certain duties to be performed by County Commissioners in connec-
tion with investigations and reports for transportation services in
that portion of the Maryland-Washington Regional District lying
within the County.
There are serious discrepancies between the title to the Bill, and
the body of the Bill. The Attorney General has advised me by letter
dated April 30th, that these infirmities raise serious questions as
to the constitutionality of the Bill, and he recommended that the
same be vetoed.
Because of this obvious inconsistency, I have found it necessary
to veto this Bill.
I am attaching, hereto, a copy of the Attorney General's letter
which is to be construed as a portion of my veto message.
