Dear Mr. Speaker:

I am returning to you House Bill No. 728 which was vetoed by
me on this date.

House Bill No. 728 is a Prince George's Co. local Bill, relating to
the People's Court for the County.

The title of this Bill provides for the appointment of two addi-
tional substitute judges to the People's Court; the body of the Bill
provides for the appointment of only one additional substitute judge.
The office of the Attorney General advised me by letter dated April
26th that this inconsistency between the title and the body of the
Bill renders the Bill unconstitutional. Because of this I feel com-
pelled to veto this legislation.

I am attaching a copy of the Attorney General's letter which is to
be considered as a portion of this veto message.

Re: House Bill No. 728
Dear Governor:

We are recommending a veto of House Bill No. 728, relating to
the People's Court for Prince George's County.

The title to this bill provides for the appointment of two substitute
judges of the People's Court for Prince George's County while the
body of the bill provides for only one such substitute judge. We are
of the opinion that this conflict and the misleading language of the
title are such as to render the bill clearly unconstitutional and in
violation of Section 29 of Article III of the Constitution of Maryland.
