this State for not less than two years after leaving the Peabody
Institute. The scholarships provided for in this section shall be
awarded only after competitive examinations supervised by the
boards of education of the counties in which the applicant lives, or
by the Board of School Commissioners of Baltimore City, if the
applicant is a resident of Baltimore City. The form and contents of
such examinations shall be specified by and the examinations shall
be prepared and graded by the appropriate authorities of the Pea-
body Institute of the City of Baltimore. A list of names of the appli-
cants receiving the highest grades on the aforesaid examinations
from each of the senatorial districts in this State and from each of
the wards in Baltimore City shall be certified to the State Senators
in whose senatorial districts such applicants reside. Such lists shall
show the grades received by each applicant. The State Senators shall
award the scholarships from the applicants appearing on such lists,
provided, however, that the scholarships for [the third senatorial
district of Baltimore City,] Baltimore County and Caroline County
shall be awarded by the appropriate authorities of the Peabody Insti-
tute from the lists of applicants from such counties who have
passed the aforesaid examinations, and the scholarships for Harford
County shall be awarded by the County Board of Education of Har-
ford County from the list of applicants from that county who have
passed the aforesaid examinations. In making the appointments to
fill the scholarships provided for by this section, the State Senator
or other appointing agents, as the case may be, shall take into con-
sideration the financial condition of the applicant, or his parents, or
his guardians, and no applicant shall be awarded a scholarship here-
under if he or his parents or guardians are able to pay the cost of
the tuition, board and room at the Peabody Institute of the City of
Baltimore.

The University of Maryland shall educate in its undergraduate
departments at College Park, free of charge for tuition, three stu-
dents from each legislative district in Baltimore City and three from
each county of the State; and these students shall be appointed by
the State Senators of the respective legislative districts and counties.
Undergraduate students in the School of Pharmacy, the School of
Nursing and in the physical therapy major in the School of Medi-
cine, all in the Baltimore schools of the University, shall be con-
sidered as being in undergraduate departments at College Park for
the purposes of this section and shall be eligible for scholarships on
the same basis as students at College Park. The University of Mary-
land, further, shall educate, free of charge for tuition, at its State
College at Princess Anne, one student from each legislative district
of Baltimore City and one from each county of the State; and these
students shall likewise be appointed by the State Senators of the
respective legislative districts and counties. The University of Mary-
land shall, further educate in its undergraduate departments at
College Park, free of charge for tuition, from each of the legislative
districts of Baltimore City and from each of the counties a number
of students equal to the number of representatives of the respective
legislative districts and counties in the House of Delegates; and
these students shall be appointed one each by each member of the
House of Delegates. Appointment by Senators and Delegates shall be
made on any basis the Senators and Delegates may elect, provided
that each student so appointed shall first show financial need and
