House Bill No. 204—Manufacturers' Tax Exemption in
Wicomico County

AN ACT to repeal and re-enact, with amendments, Section 256 of
the Code of Public Local Laws of Wicomico County (1959 Edition,
being Article 23 of the Code of Public Local Laws of Maryland),
title "Wicomico County," subtitle "Revenue and Taxes," subheading
"Tax Exemptions" to amend the exemption from taxation for County
purposes of land, buildings, mechanical tools and implements used
by manufacturers in Wicomico County, and to provide for agree-
ments for payments in lieu of taxes.

Dear Mr. Mandel:

I have today vetoed House Bill No. 204, and in compliance with
Article 2, Section 17, of our Constitution, I am returning the same
to your body.

This particular Bill is a local Wicomico County Bill, and pertains
to the same subject matter as House Bill No. 192, which was also
vetoed by me on this date.

By letter dated April 10th the Attorney General advises me that
in the opinion of his office, this Bill does not meet the requirements
of the Constitution. It is because of this opinion that the Bill is
being vetoed.

I am attaching, hereto, a copy of the Attorney General's opinion
which is to be considered a part of this veto message.
