Since the problem of determining the most economical system for
providing necessary transportation for efficient operation is a spe-
cialized field, it may be desirable from the standpoint of public in-
terest, to appoint a committee of experts to study this matter upon
completion of the State Auditor's report. Please be assured that
such a recommendation would have my complete support.
Although I am in sympathy with the purpose of this Bill, I felt
compelled to veto it because of the reasons set forth above.

Senate Bill No. 335—Deposits in Teachers' Retirement System
AN ACT to repeal and re-enact, with amendments, Section 3 (6)
of Article 73B of the Annotated Code of Maryland (1957 Edition),
title "Pensions," subtitle "In General," to permit former members
of the Teachers' Retirement System who had withdrawn their ac-
cumulated contributions to redeposit the contributions with interest
and receive service credit for such in the State Employees' Retire-
ment System.

Dear Mr. President:
I have today vetoed Senate Bill 335, and, in accordance with
Article 2, Section 17 of the Maryland Constitution, I am returning
the bill to you, along with my veto message.
This Bill is designed to permit former members of the Teachers'
Retirement System, who have withdrawn from the System, to re-
deposit certain contributions and receive credit for such in the State
Employees' Retirement System.
House Bill 35, which was signed by me on April 30, 1963, is
similar to Senate Bill 335 and includes in addition thereto, recom-
mendations made by the Board of Trustees of the Employees' Re-
tirement System. The Director of the Employees' Retirement System
brought this fact to my attention in a letter dated April 11, 1963,
and requested that in light of the subject matter contained in House
Bill 335, this bill be vetoed. Accordingly, I complied with his sug-
gestion and I am returning this bill to your Body.
