Senate Bill No. 139—Bond Construction Bill
AN ACT to authorize the creation of a State debt in the aggregate
amount of Twenty Three Million Six Hundred Forty Seven Thou-
sand Seven Hundred Dollars ($23,647,700) TWENTY-SEVEN MIL-
LION FIVE HUNDRED SEVENTY-SIX THOUSAND DOLLARS
($27,576,000), the proceeds thereof to be used for certain necessary
building, construction, deferred maintenance and equipment pur-
poses of this State, for acquiring certain land, and for razing of
the old Center Building, and providing generally for the issue and
sale of Certificates of Indebtedness evidencing such loan, and modi-
fying the provisions of Section 7 of Chapter 86 of the Acts of 1960,
Section 8 of Chapter 885 of the Acts of 1961 and Section 8 of Chap-
ter 128 of the Acts of 1962.
NOTE: This Bill was signed by the Governor to become Chapter
903 of the Acts of 1963. However, several items of the Bill were
vetoed, with the following message as to these vetoed items:

Governor's Statement
I hereby approve Senate Bill No. 139 except for the following
enumerated items which I hereby expressly disapprove and veto in
accordance with the power and authority conferred upon me by
Article II, Section 17, of the Constitution of Maryland:
1. Section 5 (C) (7) relating to an appropriation of $62,000 for
the State's share of the acquisition of land and construction of
regional branch bacteriological public health laboratory at Easton
through the matching of federal and local funds;
2. Section 5 (C) (8) relating to an appropriation of $75,000 for
land acquisition and preliminary planning funds for facility for
retarded children's home and center in the Washington Metropolitan
area;
3. Section 5 (G) (B-l) relating to an appropriation of $35,000 for
an access road and parking area at Dan's Mountain Recreation
Area;
4. Section 5 (G) (D-l) relating to an appropriation of $35,000 for
the acquisition of land (approximately 17 acres) which lies west of
Willow Spring Road, south of Riverview Avenue and northeast of
Broening Highway, through the equal matching of funds to be ap-
propriated by Baltimore County, for a Dundalk buffer zone;
