local governments to make an intelligent decision with respect to
the feasibility, desirability and method of proceeding with im-
plementation of the overall recommendations of the Baltimore Metro-
politan Area Study Commission insofar as they may relate to water,
sanitary sewerage and drainage functions; and be it further

Resolved, That the members of said Commission be appointed as
follows:

Six TWO FIVE to be appointed by the Mayor of Baltimore City, two
THREE TO BE APPOINTED BY THE PRESIDENT OF THE
CITY COUNCIL OF BALTIMORE CITY, ONE to be appointed by
the County Executive of Baltimore County, four TWO TO BE AP-
POINTED BY THE COUNTY COUNCIL OF BALTIMORE COUN-
TY, ONE TO BE APPOINTED BY THE COUNTY COMMIS-
SIONERS OF ANNE ARUNDEL COUNTY, ONE TO BE AP-
POINTED BY THE STATE SENATOR OF ANNE ARUNDEL
COUNTY, THREE to be appointed, one each by the respective Presi-
dents of the Boards of County Commissioners of Anne Arundel,
Carroll, Harford and Howard Counties, and one resident from within
the district to be appointed by the Governor to be Chairman, all of
which appointments shall be made on or before June 15, 1963; and
be it further

Resolved, That the Mayor and City Council of Baltimore City
and the Counties of Anne Arundel, Baltimore, Carroll, Harford and
Howard be and they are hereby requested to contribute a total of
$100,000 to the cost of conducting the work of the Commission, said
cost to be allocated among the several political subdivisions in the
same proportion as the assessable basis of each subdivision bears
to the total assessable basis of all of the Baltimore Metropolitan

Area; and be it further.

RESOLVED, THAT THE GOVERNOR BE AND IS HEREBY
AUTHORIZED TO CONTRIBUTE FROM THE FUNDS OF THE
BOARD OF PUBLIC WORKS A TOTAL OF $100,000 TO THE
COST OF CONDUCTING THE WORK OF THE COMMISSION;

BE IT RESOLVED, HOWEVER, THAT IN THE EVENT, THAT
THE FINAL REPORT OF THE COMMISSION, REFERRED TO
IN THE NEXT PARAGRAPH HEREINBELOW, RECOMMENDS
THE CREATION OF A METROPOLITAN WATER AND/OR
SEWER DEPARTMENT, AUTHORITY, AGENCY OF FACILITY,
AND IN THE FURTHER EVENT THAT SAID RECOMMENDA-
TION IS FAVORABLY ACTED UPON BY THE GENERAL AS-
SEMBLY AND APPROVED BY THE GOVERNOR, AND IN THE
FURTHER EVENT THAT SAID METROPOLITAN WATER
AND/OR SEWER DEPARTMENT, AUTHORITY, AGENCY OR
FACILITY IS EMPOWERED TO ISSUE BONDS, THEN FROM
THE FIRST RECEIPTS OF THE FIRST SUCH ISSUE IT SHALL
REPAY TO THE STATE TREASURY THE SAID SUM OF $100,-
000. (IT IS THE INTENTION OF THIS RESOLUTION THAT
MONIES APPROPRIATED BY THE STATE FOR THE STUDY
HEREIN PRESCRIBED SHALL BE IN THE FORM OF AN
INTEREST-FREE LOAN; AND BE IT FURTHER
