(h) One member of the Montgomery County Chamber of Com-
merce to be named and designated by the President of the Chamber
of Commerce.

(i) One member of the Montgomery County League of Parents
and Teachers Association to be named and designated by the Presi-
dent of the Parents and Teachers Association.

(j) One member of either the Bethesda Council of Churches or
the Silver Spring Council of Churches to be designated jointly by
the Presidents of the two Councils.

(K) ONE MEMBER OF THE FISCAL ADVISORY COMMIT-
TEE TO BE APPOINTED BY THE CHAIRMAN OF THE FISCAL
ADVISORY COMMITTEE; DESIGNEE TO BE EX OFFICIO AND
WITHOUT VOTE.

(L) DIRECTOR OF THE DEPARTMENT OF LIQUOR CON-
TROL; TO BE EX OFFICIO AND WITHOUT VOTE.

In the event there is a vacancy on the Commission by reason of the
death, resignation or refusal to serve by any designee of any official
named above then the official shall name a successor for such de-
signee so deceased, resigning or refusing to serve. In the event any
official named above names a designee who has previously been
designated by any other official, then another person shall be named to
fill the membership on the Commission.

(3). The functions and duties of the Commission shall include,
but not be limited to:

(a)    A study and review of existing legislation respecting
alcoholic beverage laws governing Montgomery County.

(b)  A study and review of the organization and activities of
the Board of License Commissioners, the Liquor Control Board,
and the Dispensary System.

(c)   A study and review of any proposed changes in the alco-
holic beverage laws relating to Montgomery County and the eco-
nomic, social, and law enforcement implications of such charges.

The Commission shall conduct meetings in such places in Mont-
gomery County as it may determine advisable; and the County
Council in the County is requested to make available to the Com-
mission such facilities as may be available for such meetings.

The members of the Commission shall receive no compensation for
their services as such members; but the County Council is hereby
authorized and empowered to provide such clerical services as may
be necessary for recording the findings of the Commission and the
preparation of its report.

The Commission shall prepare its report and formulate its recom-
mendations concerning the subjects referred to it and submit them to
the President of the Senate, the Speaker of the House of Delegates,
the Senator from Montgomery County, the Chairman of the House
Delegation from Montgomery County, and the President of the
Montgomery County Council.

The designee of the Chairman of the Board of License Commis-
sioners shall convene the first meeting of the Montgomery County
