2140                            JOINT RESOLUTIONS

Whereas, The Game and Inland Fish Commission should investi-
gate the plight of small game and report to the General Assembly
on what preventive measures may be taken to assure that there will
be a continued supply of rabbit and other small game for hunters,
including the stocking of designated areas with game for hunting
purposes; now, therefore, be it

Resolved, by the General Assembly of Maryland, That the Game
and Inland Fish Commission is hereby requested to investigate the
condition and supply of rabbit and small game in the State and to
take necessary measures to assure a continuing supply of such game
for hunters in the State; and be it further

Resolved, That the Game and Inland Fish Commission is re-
quested to report the results of its findings to the members of the
General Assembly at the 1964 Session; and be it further

Resolved, That a copy of this resolution is sent to the Director
of the Game and Inland Fish Commission.

(House Joint Resolution 31)

House Joint Resolution urging the General Assembly of the Common-
wealth of Virginia to amend its income tax laws concerning the
taxation of non-residents of the State of Virginia who work in
that state.

Whereas, the State of Maryland and the Commonwealth of Vir-
ginia both impose income taxes on residents and non-residents; and

Whereas, many of the residents of these two states commute back
and forth across the State line in the course of their employment; and

Whereas, both states have had reciprocal provisions under which
tax credits were allowed by the non-resident state for the income tax
payable to the state of residents; and

Whereas, the Commonwealth of Virginia by the enactment of
Chapter 112 of the Virginia Acts of 1962 changed its income tax law
so as to tax non-residents of that state who work in Virginia but do
not live within the State; now therefore, be it

Resolved by the General Assembly of Maryland, That the General
Assembly of the Commonwealth of Virginia is urged to consider an
amendment to the income tax laws of that state whereby the effect of
Chapter 112 of the Virginia Acts of 1962 would be reversed; and be
it further

Resolved, That the Secretary of State of Maryland is directed to
send copies of this Resolution under the Great Seal of the State of
Maryland to the presiding officers of both Houses of the General As-
sembly of the Commonwealth of Virginia and also to the Governor of
the Commonwealth of Virginia.
