AN ANNUAL SALARY OF $4,500.00. The [Board] Commission
shall elect its own Chairman. The term of each of the [five THREE]
three members shall be six years and until their successors are ap-
pointed and have qualified. [Provided that those members appointed
on May 1, 1959, shall be from the 2nd, 3rd and 4th Districts. Pro-
vided further that nothing in this Act to the contrary withstanding
the term of the member from the 2nd District appointed on May 1,
1959, shall expire on May 1, 1962; and the term of the member from
the 3rd District appointed on May 1, 1959, shall expire on May 1,
1963; and the term of the member from the 4th District appointed
on May 1, 1959, shall expire on May 1, 1964. The Commissioners now
constituting the Commission shall hold office until the expiration of
the terms for which they were respectively appointed if otherwise
qualified under the provisions of this sub-title. As the term of each
of the Commissioners now serving expires, he or his successors shall
be appointed by the Board of County Commissioners of Anne Arun-
del County.] The Commission shall appoint, discharge at pleasure,
and fix the compensation of a Secretary and a Treasurer; a Chief
Engineer; a General Counsel; and such engineering, legal, clerical
and other personnel and help as from time to time the Commission
may deem necessary to carry out the provisions of this sub-title.

[The annual salary of each of said Commissioners shall be as fol-
lows: The Chairman shall receive a salary of Twenty-four Hundred
Dollars per year, payable monthly; each associate member of the
Commission shall receive a salary of Eighteen Hundred Dollars per
year, payable monthly.] The Commission shall appoint an Executive
Director who shall be the chief administrative officer of the Com-
mission and who shall receive an annual salary of Ten
TWELVE
Thousand Dollars ($10,000.00) ($12,000.00). The duties of the Exec-
utive Director shall include the supervision of all the administrative
activities of the Commission, including but not limited to, Engineer-
ing, legal and financial matters. He shall also act as a liaison between
the Commission and the Public, and, in general, he shall promote
public relations for the Commission.

[The duties of the Secretary shall be prescribed by the Commis-
sion and shall include the supervision of all the Administrative ac-
tivities of the Commission except those relating to Engineering,
Legal, and Financial matters, acting as a liaison between the Com-
mission and the Public, and in general to promote Public Relations
for the Commission.] The Treasurer appointed by the Commission,
in accordance with directions of the Commission shall be the collector
of all charges and assessments made by the Commission and shall
receive and account for all monies which shall be due and payable to
said Commission from any source whatever; all monies deposited
may be bonded by a depository bond, or protected by such other se-
curities as may be approved by the said Commission, and be responsi-
ble for the administrative performance and authority to maintain
a proper and effective Accounting System for all financial transac-
tions of the Commission, and to perform such other duties as may be
required by law or by directive of the Commission.
