(b)  All "Special Officers" may be paid for their services by the
community, development, places of public amusement or recreation,
places of business, or operators thereof.

(c)  All "Special Officers" appointed by the [Board of Police Ex-
aminers of Anne Arundel County] Police Commissioner shall have
all of the powers possessed by Sheriffs of the State of Maryland
under the general law of the State, or the local laws of Anne Arundel
County, insofar as such powers are in reference to the criminal
jurisdiction of said sheriffs in making arrests, or in any manner en-
forcing the law or laws of the State of Maryland.

(d)  No special officer shall wear any uniform which is not plainly
distinguishable from that prescribed for the regular county police
force.

(e)  The [Board of Police Examiners of Anne Arundel County are]
Police Commissioner is hereby authorized and directed to make rules
and regulations as may be required to investigate and examine appli-
cants for special officers. [The Chief of Police] He may assign mem-
bers of the Police Force to supervise and assist the special officers.
It is the intent of this sub-title that all special officers of Anne Arun-
del County be directly under the supervision and control of the Anne
Arundel County Police Department.

16-46.

(a)  The [Board of Police Examiners] Police Commissioner is
hereby authorized and empowered to appoint, train, uniform and
equip such school crossing guards as they may deem necessary for
the safety of children at school crossings.

(b)  The school crossing guards shall be subject to all rules and
regulations as now or hereafter adopted by the [Board of Police Ex-
aminers of Anne Arundel County] Police Commissioner. However,
such school crossing guards shall not be deemed a part of the Anne
Arundel County Police Force nor entitled to the benefits of retire-
ment pension laws for members of the police force.

(c)  All school crossing guards shall be under the supervision of
the [Chief of Police of the Anne Arundel County Police Force] Police
Commissioner,
and under the direct supervision of such officers as he
shall assign.

(d)  The school crossing guards shall have the power to direct
traffic at all school crossings in Anne Arundel County and at such
other places along the public highways in Anne Arundel County as
the [Chief of Police] Police Commissioner shall direct.

(e)  Any person not obeying a lawful order or command of a school
crossing guard shall be guilty of a misdemeanor and upon conviction
thereof shall be fined a sum not in excess of $25.00.

Sec 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act are hereby repealed to the extent of any such inconsistency.

Sec. 3. And be it further enacted, That if any provisions of this
Act or the application thereof to any person or circumstances is held
invalid, such invalidity shall not affect the other provisions or any
other application of this Act which can be given effect without the
