The Committee shall consider all applications for the position of
Police Commissioner and shall nominate the three (3) best qualified
persons for the position. Although it is preferable that the nominees
be residents of Anne Arundel County, non-residency shall not be con-
sidered disqualifying.
The Commissioner shall be subject to removal by the Governor
for official misconduct or incompetency in the manner provided by
law for civil officers. He shall receive an annual salary of $12,000.
Before entering upon the duties of his office, the Commissioner shall
give a bond to the State of Maryland, with such sureties as may be
approved by the Judges CLERK of the Circuit Court for Anne
Arundel County, in the amount of ten thousand dollars ($10,000),
conditioned on the faithful discharge of his duties as Police Commis-
sioner. The Police Commissioner shall have and exercise all the
powers formerly exercised by the Board of Police Examiners and
wherever the term "Board of Police Examiners" is used in any of
the public local or public general laws of the State, such term or
expression shall be construed as applying to the Police Commissioner
created in this section.
16-8.1.
The [Board of Police Examiners] Police Commissioner shall
appoint an experienced medical physician, who shall be a resident,
voter and taxpayer of Anne Arundel County, and who shall be desig-
nated as the Police Physician of Anne Arundel County. The Police
Physician shall serve at the pleasure of the [Board of Police Exam-
iners] Police Commissioner and shall receive as full compensation
for his services an annual salary of $900. The Police Physician shall
examine all applicants for appointment to or promotion in the Anne
Arundel County Police Force as to their physical condition and shall
perform such other medical services and duties in connection with
the work of the Police Department as from time to time may be
requested by the [Chief of Police or the Board of Police Examiners]
Police Commissioner.

The Anne Arundel County Police Force shall consist of one [Chief
of Police] Deputy Police Commissioner WHO SHALL RECEIVE
AN ANNUAL SALARY OF $8,000 and such number or numbers
of Captains, Lieutenants, Sergeants, Corporals and such number or
numbers of privates and privates first class as shall be recommended
from time to time by the [Chief of Police] Police Commissioner,
subject, however, to the approval of the [Board of Police Examiners
and the] Board of County Commissioners. Those members with the
rank of corporal and below shall be known as "police patrolmen"
and those with a rank above that of corporal shall be known as "police
officers". The aggregate number of police officers shall not exceed at
any time a number which is equal to ⅓ of the aggregate number
of police patrolmen.

All appointments to the Anne Arundel County Police Force shall
be made by the Police Commissioner from the qualified voters of
Anne Arundel County, and the [Board of Police Examiners of Anne
