SIT AUTHORITY"; BE AND THEY ARE HEREBY REPEALED
AND RE-ENACTED, WITH AMENDMENTS; THAT SUBSEC-
TION 5(M) OF SAID ARTICLE BE AND IT IS HEREBY RE-
PEALED AND NEW SUBSECTION 5(M) BE AND IT IS HERE-
BY ENACTED IN LIEU THEREOF; AND THAT SECTION 16
OF SAID ARTICLE BE AND IT IS HEREBY REPEALED; AND
THAT NEW SUBSECTIONS 8(E) AND 8(F) BE AND THEY
ARE HEREBY ADDED, TO FOLLOW IMMEDIATELY AFTER
SUBSECTIONS 8(D), AND ALL TO READ AS FOLLOWS:

2.(b) The word "area" means all of the territory located within
the boundary lines of Baltimore City and Baltimore County with the
exception of the fifth, sixth, seventh and tenth election districts of
Baltimore County, and the third and fifth election districts of Anne
Arundel County and that portion of the fourth election district of
the county lying north and east of State Highway No. 175.

5. (a) The Authority consists of [five] seven members who shall
be appointed as follows: The Governor shall appoint one member
who resides in the metropolitan area, as defined by this article. If
the Governor's appointee is a resident of Baltimore City, then the
successor to such appointee shall be a resident of Baltimore County,
and vice versa. The Mayor of Baltimore shall appoint two of the
members, both of whom shall be residents of Baltimore City, subject
to the approval of the city council of Baltimore; the county council
of Baltimore County shall appoint two of the members, both of whom
shall be residents of Baltimore County. Two members who are resi-
dents of that portion of Anne Arundel County referred to in Section
2(b) of this Article shall be appointed by a committee consisting of
the State Senator from the county, the chairman of the members of
the House of Delegates elected from the county and the members of
the Board of County Commissioners of the county from the election
districts referred to in Section 2(b). The members selected from
Anne Arundel County, in addition to the qualifications provided in
subsection (b) below, shall be persons who are prominent members
of the business and/or professional community of the county.
An of-
ficial of any participating political subdivision may be appointed
and qualify as a member of the Authority but shall not be reimbursed
for his services as a member of the Authority. Such official, however,
may be reimbursed for actual expenses incurred in carrying out the
duties of membership of the Authority. If either Baltimore City or
Baltimore County or both fail to appoint either or both of their mem-
bers to the Authority within 90 days after the effective date of this
article, then the Governor of Maryland shall appoint such member or
members provided said appointee or appointees reside in the political
subdivision they are appointed to represent and otherwise qualify
under the provisions of this article.

(c) The term of each member is five years or until his successor
qualifies, except that the respective terms of the five members of
the Authority first appointed are as follows: The member appointed
by the Governor shall be appointed for three years; of the members
appointed by the Mayor of Baltimore, one member shall be appointed
for one year and one for five years; and of the members appointed
by the county council of Baltimore County, one member shall be
appointed for two years and one for four years. Of the two members
first appointed from Anne Arundel County, one member shall be ap-
pointed for a term of five years and one for two years.
