inspect the work as it progresses to see that it conforms to the
Plumbing Code and State Board of Health regulations. He shall be
empowered to order work stopped that is not in conformity with
the Plumbing Code and said health regulations and require the
plumber doing the work to correct the same.

320.

The County Commissioners shall annually appoint a County Plumb-
ing Board which shall consist of five (5) members made up of a
representative of the Master Plumbers Association of Queen Anne's
County, an architect, engineer, or builder, and three (3) persons not
connected with plumbing or the building trade. Said County Plumbing
Board shall meet at least once a month at the office of the [County
Commissioners] Plumbing Board. In addition to the other duties
hereinafter set forth, it shall hear and decide all questions in dispute
between property owners, or their agents, and the plumbing inspector.
Said County Plumbing Board shall also act as adviser to the County
Commissioners with respect to the administration and enforcement
of the provisions of this law. Any person, firm or corporation
aggrieved by the decision of the County Plumbing Board may appeal
to the Circuit Court for Queen Anne's County.

321B.

(a)  No person shall install an appliance in Queen Anne's County
or undertake the installation of any appliances in Queen Anne's
County other than the replacement of an old appliance with a new
model or a similar appliance which affects or connects with any water
supply, sewage disposal or plumbing system without first having
obtained a permit from the [County Commissioners] Plumbing Board
of Queen Anne's County as hereinafter provided.

(b)  The applicants for said appliance permits shall be required to
give the location of the property, name of the owner of the property,
the name and number of the appliance, showing drawing of existing
water supply and of existing sewer, number of fixtures and appliances
already installed and how this appliance will be connected to the
present water and/or sewer system. Upon approval of said application
by the County Health [Officer] Department or County Plumbing
Inspector, said permit shall be issued by the [County Commissioners]
Plumbing Board of Queen Anne's County at a cost of One Dollar
($1.00) per installation.

(c)  If any substantial alteration or addition to the sewer system
is deemed necessary by the County Health Officer or the County
Plumbing Inspector, the owner must [have this portion of the work
completed under the supervision of a master plumber before said
permit will be issued] obtain a permit from the Health Department
and the work must be performed as specified

said Health Department

321C.

(b) [No permit or inspection is required for the installation of
pumps, drinking cups and cold water pressure tanks.

(c)] Any piping beyond the cold water pressure tank, except
piping of cups and faucets for agricultural use, must be done by a
[master plumber] plumber holding a Queen Anne's County plumbing
