J. MILLARD TAWES, Governor                     1855

The county commissioners of each county may appoint an auditor
of their own selection to audit the books and accounts of the county
superintendents of schools and of the county boards of education of
Allegany, Anne Arundel, Calvert, Garrett, Harford, Talbot and
Montgomery counties, if they deem such aduit necessary. Provided,
that County Commissioners of Cecil County shall appoint an auditor
of their own selection to annually audit the books and accounts of the
superintendent of schools and of the County Board of Education of
Cecil County. In Anne Arundel County, the fiscal year of the County
Board of Education shall begin on July 1 of each year and end on
June 30 of the following year.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 838

(House Bill 865)

AN ACT to repeal and re-enact, with amendments, Sections 26(b)
and 26 (c) of Article 1A of the Annotated Code of Maryland (1957
Edition), title Aeronautics," subtitle "General Provisions," author-
izing the State Aviation Commission of Maryland to provide for the
licensing of commercial airports and privately-owned landing
areas FOR WHICH RENTALS ARE CHARGED and providing
that in the case of a renewal of an airport license, the said Com-
mission shall be empowered to require, prior to such renewal and
at other reasonable times that the operator provide to it by serial
number and description a list of all aircraft based at such airport
for which renewal is sought, together with the names and addresses
of the owners thereof, and providing that cost of hearings may be
charged to applicants.

Section 1. Be it enacted by the General. Assembly of Maryland,
That Sections 26 (b) and 26 (c) of Article 1A of the Annotated Code
of Maryland (1957 Edition), title "Aeronautics," subtitle "General
Provisions," be and the same are hereby repealed and re-enacted, with
amendments, to read as follows:

26.

(b) Except as provided in subsection (d) of this section, the
Commission is authorized to provide for the licensing of [airports]
commercial airports and privately-owned landing areas FOR
WHICH RENTALS ARE CHARGED and the annual renewal
of such licenses. It may charge license fees not exceeding $25.00
for each original license, and not exceeding $10.00 for each re-
newal thereof. Upon the promulgation of a rule or regulation pro-
viding for such licensing, the Commission shall with reasonable dis-
patch, upon receipt of an application for an original license and the
payment of the duly required fee therefor, issued an appropriate
license if it is satisfied that the airport conforms to minimum
standards of safety, which shall not be more rigid than those recom-
