50.

The fiscal year of St. Mary's County shall be [as the County Com-
missioners elect on or before June 30, 1950, under the provisions of
Article 19, Section 49 of the Annotated Code of Maryland (1947
Supplement)] the period beginning on July 1 and ending the follow-
ing June 30.
The issuance of "County Certificates" or "Script" is
hereby prohibited. The County Commissioners shall direct the County
Treasurer to pay all current bills or debts by check as they are
presented.

61.

(a) The said treasurer shall keep his office in Leonardtown open

from ten o'clock in the morning until three o'clock in the afternoon

every working day, except Saturday when he may close at 12 o'clock
noon
BE FURNISHED AN OFFICE IN THE COURTHOUSE AT
LEONARDTOWN AND AT SUCH OTHER PLACE OR PLACES
AS THE COUNTY COMMISSIONERS MAY DETERMINE. THE
SAID TREASURER SHALL KEEP THAT OFFICE OPEN THE
SAME HOURS AS PRESCRIBED BY THE COUNTY COMMIS-
SIONERS FOR OTHER OFFICES IN THE COURTHOUSE, for
the purpose of receiving and disbursing taxes as directed by law
[, for]. On all taxes after the first day of [September] October
succeeding the day of their levy, due and unpaid, interest shall be
charged at the rate of [six per cent per annum] ½ of one per cent
per month.

182.

For the purpose of paying the interest and principal of the bonds
issued by said Commission as in this sub-title provided for the water
supply, sewerage or drainage systems to be constructed, purchased
or established under this sub-title, the said Commission is hereby em-
powered to establish a proper and reasonable charge for connection
with said water supply, sewerage and drainage system so to be con-
structed, purchased or established as aforesaid, and to fix an annual
assessment on all properties, improved or unimproved, binding upon
a street, road, lane, alley or right-of-way in which a water main,
sewer or drain has been built. The said annual assessment shall be
made upon the front foot basis, and the first payment shall be col-
lected during the year which the construction is completed on the
water supply, sewerage or drainage systems, or in which the systems
are purchased or acquired. The said Commission for the purpose of
assessing benefits shall divide all properties binding upon a street,
road, lane, alley or right-of-way, in which a water pipe or sanitary
sewer is to be laid, into four classes, namely: Agricultural, small
acreage, industrial or business, and sub-division property, and the
Commission may sub-divide each of said classes in such manner as
it may deem to be in the public interest. Whenever any water supply
or sewerage project in said sanitary district or sanitary districts shall
have been completed by [March 31st] June 30th, in any one year,
regardless of when said construction was commenced, then the said
Commission shall fix and levy a benefit charge as of the following
first day of [January in which the project was completed] July upon
all property in said sanitary district abutting upon said water main
or sewer, in accordance with the classification or sub-division thereof,
