15 of each year a public hearing on the proposed budget after giving
at least thirty days notice of such hearing by publication in at least
one newspaper printed and published in Montgomery County and one
newspaper printed and published in Prince George's County.

(i) All of the front foot benefit charges heretofore levied by said
Commission shall be payable on the first of January of each year,
beginning January the first, 1927, and all front foot benefit charges
hereafter to be levied by said Commission shall be so levied as to
begin [January] July 1st next succeeding the date of the order
making the levy. On all of the front foot benefit charges heretofore
levied as effective at dates other than January the first the Commis-
sion shall collect, under the provisions of the law as it existed prior
to April 26, 1927, the front foot benefit charges that have accrued to
the end of the current year for which they were levied and all arrears
and shall stamp upon the County Treasurer's books, as hereinafter
provided for as due for the year 1927, only that amount of the year
1927 which has not been paid or collected, except that said Commis-
sion shall collect, under the provisions of the law existing prior to
April 26, 1927, all front foot benefit charges due and payable January
1, 1927, in the Chevy Chase and Seat Pleasant Districts.

16. Budgetary Procedures.
None of the provisions of any public general law governing the
preparation and filing of budgets by agencies of the State of Mary-
land shall be applicable to the budgetary procedure of the Commis-
sion. The budget programs and procedures heretofore followed by
the Commission are ratified and confirmed and approved for use by
the Commission hereafter, together with such improvements therein
as in the discretion of the Commission shall be deemed necessary or
appropriate in the public interest. The Commission is expressly di-
rected to hold two public hearings on the budget proposed to be
adopted by it for its fiscal year beginning [May] July 1 of each year.
The hearings shall be held in the months of [March or] April or
May PRIOR TO MARCH 15 one to be in Prince George's County
and one to be in Montgomery County. At least ten (10) days' notice
of each such respective hearing shall be given by publication in a
newspaper or newspapers having a general circulation in the county
where the hearing is to be held.
Sec. 21. And be it further enacted, That Section 50 of Article 19
of the Code of Public Local Laws of Maryland (1930 Edition), title
"St. Mary's County," subtitle "County Commissioners," as said sec-
tion was last amended by Chapter 47 of the Acts of 1950, be and it
is hereby repealed and re-enacted, with amendments; that Section
61 (a) of said title, subtitle "County Treasurer," as said section was
last amended by Chapter 809 of the Acts of 1941, be and it is hereby
repealed and re-enacted, with amendments; that Section 182 of said
title, subtitle "Sanitary Districts," as said section was added by
Chapter 816 of the Acts of 1957, be and it is hereby repealed and
re-enacted, with amendments, and all to read as follows:
