Sec. 3. And be it further enacted, That all laws or parts of laws,
public, general or public local, inconsistent with the provisions of
this Act are hereby repealed to the extent of any such inconsistency.
Sec. 4. And be it further enacted, That if any provision of this Act
or the application thereof to any person or circumstance is held in-
valid, such invalidity shall not affect the other provisions or any
other application of this Act which can be given effect without the
invalid provision or application, and to this end the provisions of
this Act are declared to be severable.
Sec. 5. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 836)
AN ACT to add new Section 292A to Article 66C of the Annotated
Code of Maryland (1957 Edition), title "Natural Resources," sub-
title "Fish and Fisheries," to follow immediately after Section 292
thereof and to be under the new subheading "Special Restrictions
Severn River SEVERN AND MAGOTHY RIVERS," providing
that it shall be unlawful to catch or take fish by any means in cer-
tain areas on Severn River THE SEVERN AND MAGOTHY
RIVERS.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 292A be and it is hereby added to Article 66C of
the Annotated Code of Maryland (1957 Edition), title "Natural
Resources," subtitle "Fish and Fisheries," to follow immediately
after Section 292 thereof and to be under the new subheading "Special
Restrictions Severn River SEVERN AND MAGOTHY RIVERS,"
and to read as follows:
292A.
(A) It shall be unlawful to catch or take fish by any means in the
waters of the Severn River and/or Severn Run from the dividing line
between tidal and non-tidal waters, which is at bridge on Crain High-
way over Severn Run, to a point eight hundred (800) yards down
stream, therefrom, during the months of February, March and April.
(B) IT SHALL BE UNLAWFUL TO CATCH OR TAKE FISH
BY ANY MEANS IN THE HEADWATERS OF THE MAGOTHY
RIVER BEGINNING AT THE BASE OF LAKE WATERFORD
DAM AND EXTENDING FOR A DISTANCE OF 1100 YARDS
DOWNSTREAM DURING THE MONTHS OF FEBRUARY,
MARCH AND APRIL.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preserva-
tion of the public health and safety, and being passed by a yea and
