Twenty-five TWELVE applicants for Fellowships. It is the legislative
intent that if possible applicants be certified for the full number of
Fellowships, that the distribution be made as wide as possible to
graduates of accredited institutions of the State, and consideration
be given to the greatest need in securing quality faculties in the public
institutions of higher learning in the State.

(d)   Any applicant awarded a Fellowship may apply for the next
ensuing scholastic year to the University of Maryland. The Univer-
sity at its discretion may reject the applicant, according to its admis-
sion standards. Once appointed to a Fellowship, and accepted by the
University, the applicant may hold the Fellowship for three years
subject to the following conditions: (1) that he be a full time student
(minimum, 12 semester hours); (2) that in the estimation of the Uni-
versity he shall be progressing satisfactorily toward a degree and
(3) that he maintains the deportment standards of the University.

(e)   Funds for the granting of Fellowships shall be included in
the budget from year to year beginning with fiscal year 1964-1965
to be administered by the University of Maryland. Students awarded
Fellowships shall receive an award covering expenses to a maximum
of $2,000 per year. Any of such funds remaining unused at the end
of any fiscal year shall revert to the general funds of the State
treasury.

(f)   Nothing herein contained shall in any way impair or affect
control by the University of its operation or of any of the studies
pursued therein, or impair or in any way affect the power to fix the
standards of scholarship required for admission to the University or
for the continued prosecution of studies therein, or the examination
or other method of ascertaining or determining such fitness in scholar-
ship or otherwise, or the power to maintain, prescribe and enforce the
discipline, rules and regulations of the University.

(g)   The Attorney General shall compile and periodically review
the surety bonds given by persons accepting Fellowships for post-
graduate work under the provisions of this section. Upon the failure
or refusal of any such person to observe the conditions of the bond,
the Attorney General shall do such things as are necessary and proper
to enforce the obligation of the bond. Any monies received from the
enforcement of the obligation of a bond shall be accounted for by the
Attorney General and revert to the general funds of the State
treasury.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1963.

AN ACT relating to The Maryland-National Capital Park and Plan-
ning Commission; to repeal and re-enact, with amendments,
Section 11 of Chapter 780 of the Laws of 1959, the purpose of
