CHAPTER 779
(House Bill 720)

AN ACT to add a new Section 284H to Article 77 of the Annotated
Code of Maryland (1957 Edition and 1962 Supplement), title "Pub-
lic Education," to follow immediately after Section 284G thereof
and to be under the new subtitle "Chapter 27B. Postgraduate Fel-
lowship Program," to provide a State Fellowship program for
postgraduate work at the University of Maryland, providing that
this program shall be administered by the Fellowship Committee
of the Graduate School of the University of Maryland specifying
the details, procedures, requirements and conditions applicable to
the operation of this program, and relating generally to a program
of Fellowships for graduate work at the University of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 284H be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1957 Edition and 1962 Supple-
ment) , to follow immediately after Section 284G thereof, to be under
the new subtitle "Chapter 27B. Postgraduate Fellowship Program,"
to read as follows:

284H.

Chapter 27B, Postgraduate Fellowship Program

(a)   In addition to any other scholarships that may be awarded
or provided for under other provisions of this article, there shall be
a program for Fellowships under the provisions of this section, for
postgraduate work in the Graduate School of the University of Mary-
land at College Park. To be eligible for being awarded and for holding
one of these Fellowships, a student must be (1) a resident of the State
of Maryland, (2) a graduate of and holding a degree from a standard
four-year college course in an institution of higher learning in the
State of Maryland which has been accredited by the Middle States
Association of Colleges and Secondary Schools, (3) recommended for
graduate study by the executive head of the institution of higher
learning in Maryland from, which he has received his degree, and (4)
covered by a surety bond to the State of Maryland, in such amount
and with such security as may be determined by the University of
Maryland, that (if he can secure such a position), he will teach in a
public institution of higher learning in this State for a period of
at least three years after receiving at the University of Maryland
one of the degrees known generally as Doctor of Philosophy or Doc-
tor of Education. No person shall be awarded or hold a Fellowship
under the provisions of this section if he holds any other scholarship
or any other Fellowship.

(b)   In order to take part in the program, the University of Mary-
land shall cooperate with the accredited institutions of higher learn-
ing in the State of Maryland each year by specifying the require-
ments of the graduate school, the criteria for determining eligibility
for fellowships, and the fields of greatest need for quality faculty in
the public institutions of higher learning in the State.

(c)   From the list of students deemed eligible for Fellowships in
any year, the Fellowship Committee shall certify not more than
