shall elect by ballot four members of the congregation of the said
Church, being twenty-one years of age and contributing regularly
towards the pastor's salary and current expenses of the said Church,
who shall serve for a term of three years.

That the members of the said committee shall have the power to
fill all vacancies that may occur in the said committee for the un-
expired term of the person or persons whose vacancy or vacancies
may have occurred; and in the event of a failure by the members of
the said congregation as aforesaid to elect the said committee as is
contemplated by this Act, then and in that case the members last
elected shall continue to be and constitute the said committee until
they shall be superseded by the election of a new committee, [which
may be done in any succeeding month after the month of March,]
upon due notice being given of said election in accordance with the
by-laws.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Subsection (y) to Section 81 of Article 66˝
of the Annotated Code of Maryland (1957 Edition), title "Motor
Vehicles," subtitle "Administration—Registration—Titling," to
follow immediately after Subsection (x) thereof, giving the De-
partment of Motor Vehicles authority to charge postage, in addi-
tion to registration fees, when registration plates are mailed to
motor vehicle owners.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Subsection (y) be and it is hereby added to Section 81 of
Article 66˝ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "Administration—Registration—
Titling," to follow immediately after Subsection (x) thereof, and to
read as follows:

(y) In addition to other charges which are authorized by this title
for the registration of motor vehicles in this State, the Department
may require the prepayment of postage for mailing registration plates
to purchasers.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
