PAYMENT EQUAL TO THE NUMBER OF WEEKS' PAY RE-
CEIVED; EXCEPTING, HOWEVER, SUCH ALLOWANCES AS
ARE PAID BY THE EMPLOYER PURSUANT TO THE PROVI-
SIONS OF AND DURING THE PERIOD OF A WRITTEN CON-
TRACT IN EFFECT ON DECEMBER 6, 1962, BETWEEN SUCH
EMPLOYER AND A COLLECTIVE BARGAINING AGENT FOR
SUCH EMPLOYEE. IF IT IS NOT THE NORMAL PRACTICE
OF THE EMPLOYER TO GRANT THE EMPLOYEE TIME OFF
WITH PAY FOR VACATION PURPOSES DURING THE YEAR.
PROVIDED, THAT IF SUCH REMUNERATION IS LESS THAN
HIS WEEKLY BENEFIT AMOUNT, AN OTHERWISE ELIGIBLE
INDIVIDUAL SHALL NOT BE DEEMED INELIGIBLE AND
SHALL BE ENTITLED TO RECEIVE FOR SUCH WEEK BENE-
FITS REDUCED BY THE AMOUNT OF SUCH PAYMENTS. ANY
BENEFIT PAYMENT REDUCED BECAUSE OF THE PROVI-
SIONS OF THIS SECTION SHALL CONSTITUTE A FULL
WEEK'S BENEFITS FOR THE PURPOSES OF COMPUTING
DURATION DURING THE BENEFIT YEAR.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Section 45E to Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll County,"
subtitle "County Commissioners," to follow immediately after
Section 45D thereof, as added by Chapter 806 of the Acts of
1961, creating an Economic Development Commission for Carroll
County, providing generally for its powers and duties and for
the powers and duties of the County Commissioners of Carroll
County in respect thereto, and relating generally to economic
development in Carroll County.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 45E be and it is hereby added to Article 7 of the
Code of Public Local Laws of Maryland (1930 Edition), title "Carroll
County," subtitle "County Commissioners," to follow immediately
after Section 45D thereof, as added by Chapter 806 of the Acts of
1961, and to read as follows:

Economic Development Commission.
(a) The Economic Development Commission of Carroll County
is created for the purpose of advancing the general welfare of the
people through programs and activities to develop Carroll County's
natural resources and economic opportunities pertaining to commerce,
agriculture, forestry, transportation, travel, tourism and recreation,
and to cooperate and offer assistance to existing industries and
