County shall appoint three judges of the People's Court of Mont-
gomery County to fill the positions then expiring. As of January 1,
1962, the county council for Montgomery County shall appoint an
additional full-time judge of the People's Court of Montgomery
County who shall meet the qualifications provided in this article and
who shall serve until the first day of January, 1970, or until his
successor is appointed and qualified. As of the first day of January,
1970, and as of the first day of January in every [eighth] twelfth
TENTH year thereafter, the county council of Montgomery County
shall appoint one judge of the People's Court of Montgomery County
to fill the position then expiring. One of such judges shall be desig-
nated as the People's Court judge for juvenile causes; one of the
judges of the People's Court handling criminal, civil, and traffic cases
shall be designated as chief judge and administrative officer for the
said court, the committing magistrates and other personnel.

(15) Montgomery County.—(a) There shall be [three] four full-
time judges of the People's Court of Montgomery County. The chief
judge of said court shall receive a salary of [$15,500] $17,500 per
year and each of the two THREE associate judges thereof shall re-
ceive a salary of [$15,000] $17,000 per year.

[(a-1) As of January 1, 1962, there shall be an additional full-time
judge of the People's Court of Montgomery County, bringing to
four the total number of full-time judges on said court. Said judge
shall receive a salary as provided in subsection (15) (a) of the
herein section.]

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health, safety and welfare, and having been
passed by a yea and nay vote supported by three-fifths of the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 5)

AN ACT to repeal and re-enact, with amendments, Section 66 of
Article 16 of the Annotated Code of Maryland (1957 Edition),
title "Chancery," subtitle "Infants"; and to add new Sections
66A to 66P, inclusive, to said Article to follow immediately
after said Section 66, and to be under the new subtitle "Paternity
Proceedings"; and to repeal and re-enact with amendments Sec-
tion 53 of Article 26 of said Code (1962 Supplement), title
"Courts," subtitle "Juvenile Causes"; and to repeal Article 12 of
said Code (1957 Edition and 1962 Supplement), title "Bastardy
and Fornication," entirely revising the laws of this State con-
cerning bastardy and fornication and paternity proceedings;
vesting in the several equity courts of this State jurisdiction
to hear and determine all such paternity proceedings; providing
