the Commission; and as reconstituted, the continuity of the Com-
mission's legal existence shall not be impaired.

(b)   The Commission shall elect one of its members as Chairman,
and shall appoint, discharge at its pleasure and, subject to the ap-
proval of the County Commissioners, fix the compensation of a Secre-
tary-Treasurer, and/or a chief engineer, and such engineering, legal,
clerical, and other personnel and help, as from, time to time the Com-
mission may deem necessary to carry out the provisions of this sub-
title. The Secretary-Treasurer, if any, appointed by the Commission
shall be the collector of all charges and assessments made by the
Commission, and shall receive and account for all monies which shall
be due and payable to the Commission from any source whatsoever.
All monies deposited shall be protected by a depository bond, or by
such other securities as may be approved by the Commission. The
Secretary-Treasurer shall give bond to the State of Maryland to the
amount of $20,000.00, with a good and sufficient surety to be ap-
proved by the Commission, with the condition "that if the above
bounden shall well and faithfully execute his office and shall account
to the Commission for all monies which he shall receive for account
of the Commission, or be answerable for by law, then the said obli-
gation to be void, otherwise to be and remain in full force and effect".
The bond, when approved, shall be recorded in the office of the Clerk
of the Circuit Court for Harford County; and the person so appointed,
before entering upon the duties of his office shall take an oath before
the Clerk of the Circuit Court for the County, in form similar to
that taken by collectors of taxes, except as to the title of the office.
The Commission may pay the premiums on all bonds. All checks
issued by the Commission shall be signed by the Secretary-Treasurer
and countersigned by one member of the Commission.

(c)   The Commission shall annually have its accounts audited by
a certified public accountant to be selected by the Commission and
paid by it; and it shall publish a full, true and itemized account, under
oath, of its receipts and disbursements in a newspaper published in
the county.

406. Sanitary District.

Harford County is declared to be a sanitary district for the pur-
pose of the exercise of the powers vested by this subtitle in the
Harford County Metropolitan Commission; provided that the that the Com-

mission shall exercise no authority over the operation or construction
of the sewerage, water, and drainage facilities of any
incorporated
municipality provided that the extension of such facilities beyond
the limits of any municipality shall be subject to the approval of the

Commission and provided further that the merger of the Edgewood

Sanitary District into the Harford County Sanitary District shall
in no manner affect outstanding bonds.

(1) THAT THE COMMISSION SHALL EXERCISE NO AU-
THORITY OVER THE OPERATION OR CONSTRUCTION OF
THE SEWERAGE, WATER AND DRAINAGE FACILITIES OF
ANY INCORPORATED MUNICIPALITY, INCLUDING THE EX-
TENSION OF SUCH FACILITIES BEYOND THE CORPORATE
LIMITS OF ANY MUNICIPALITY, AS SUCH EXTENSIONS
MAY EXIST ON JUNE 1, 1963; AND
