to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 687
(House Bill 868)

AN ACT to repeal and re-enact, with amendments, Section 199 of
Article 77 of the Annotated Code of Maryland (1962 Supplement),
title "Public Education," subtitle "Chapter 16. Public Libraries,"
relating generally to the furnishing of State aid for the Washington
County Free Library.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 199 of Article 77 of the Annotated Code of Maryland
(1962 Supplement), title "Public Education," subtitle "Chapter 16.
Public Libraries" be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

199.

The Washington County Free Library shall be entitled to benefits
under Section 182 or Section 182A of this article [for the purchase
of books for the Washington County Free Library] provided the
annual grants from the County Commissioners of Washington County
and from the Mayor and Council of Hagerstown shall produce an
aggregate income available for the support of said institution equal to
or exceeding the financial standard as provided in [Section 182]
whichever of said Sections 182 or 182A of this subtitle such benefits
are provided, but the Washington County Free Library and the funds
allocated to it hereunder shall be exempt from the supervision of the
State Superintendent of Schools and the division of library extension;
and the qualifications of the employees of the Washington County
Free Library shall be those which may be established by the trustees
of said library; and the Washington County Free Library shall be the
agency for the expenditure and administration of that portion of
funds of materials received from the federal government for library
purposes which may be allocated to the County Commissioners of
Washington County by the State Board of Education, and with the
exception of Section 190 (c) of this article, the Washington County
Free Library shall be exempt from the provisions of Sections 185 to
195, inclusive, of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
