a yea and nay vote supported by three-fifths of the members elected
to each of the two houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 680
(House Bill 555)

AN ACT to add new Sections 319-332 to Article 41 of the Annotated
Code of Maryland (1962 Supplement), title "Governor-Executive
and Administrative Departments," to follow immediately after
Section 318 thereof and to be under the new subtitle "28-Southern
Interstate Nuclear Compact," providing for the entry of the State
of Maryland into the Southern Interstate Nuclear Compact; pro-
viding for the designation of Maryland's member on the Board
created thereby and for budgetary and supplementary agreement
procedures; authorizing state and subdivision departments, agen-
cies, and officers to co-operate with the Board.

Whereas, The United States Atomic Energy Commission is auth-
orized under the Atomic Energy Act of 1954, as amended, to enter
into agreements with the Governor of any State providing for the
discontinuance of the said Atomic Energy Commission's regulatory
and licensing powers and responsibilities, within the State, in the
use of isotopes and allied radioactive materials in quantities not suffi-
cient to form a critical mass; and,

Whereas, The Governor of the State of Maryland has been auth-
orized, by Section 689 of Article 43 of the Annotated Code of Mary-
land (1962 Supplement) to enter into such agreements with the
Federal Government and the assumption thereof by this State; and,

Whereas, The General Assembly of Maryland has heretofore en-
acted the "Radiation Protection Act," the same being Sections 675 to
678 688 inclusive of Article 43 of the Annotated Code of Maryland
(1962 Supplement), whereby the Maryland State Board of Health
is empowered to make regulations in the field of ionizing radiations
and their sources and whereby there has been established the Radia-
tion Control Advisory Board to review the policies and program of
the State Board of Health with respect to radiation; and,

Whereas, The consent of the Senate and House of Representatives
of the United States was granted to the Southern Interstate Nuclear
Compact by Public Law 87-563, approved by the President of the
United States on July 31, 1962, and said law declares it to be the
national policy to encourage and recognize the performance of func-
tions by the States with respect to the peaceful use of nuclear energy
and declares the importance of the interstate compact as a means for
promoting cooperation among the States as well as between the
Federal Government and the States; now therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 319-332 be and they are hereby added to Article
