CHAPTER 654
(House Bill 995)

AN ACT to repeal and re-enact, with amendments, Section 115 (b)
of Article 66˝ of the Annotated Code of Maryland (1957 Edition),
title "Motor Vehicles," subtitle "Civil Liability," to change the
manner of serving process upon the Secretary of State in suits
against nonresident owners or operators of motor vehicles involved
in accidents while using the highways of the State, and to provide
certain fees for making service of process.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 115(b) of Article 66˝ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles," subtitle "Civil Liability,"
be and it is hereby repealed and re-enacted, with amendments, and
to read as follows:

115.

(b) Service of such persons shall be made by [leaving a copy of
the process with a fee of $2.00 in the hands of the Secretary of State
or in his office] OR BY sending a copy of the process by registered
or certified mail,
RETURN RECEIPT REQUESTED to the Secre-
tary of State, for which the clerks of courts, justices of the peace,
or trial magistrates shall collect a fee of one dollar to cover the
cost of such mailing,
and such service shall be sufficient service
upon the said nonresident individual, firm or corporation, and of
full force and effect in any court and before any justice of the peace
or trial magistrate of this State; provided that notice of such service
and a copy of the declaration, cause of action or titling shall forthwith
be sent by registered mail by the plaintiff or his attorney to the de-
fendant and defendant's return receipt and the plaintiff's or his
attorney's affidavit of compliance herewith shall be filed with the
clerk of the court or before the justice of the peace or trial magis-
trate in which the said proceedings are pending.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 655
(House Bill 999)

AN ACT to add new Section 23(8) to Article 66˝ of the Annotated
Code of Maryland (1957 Edition), title "Motor Vehicles," subtitle
"Administration—Registration—Titling," to follow immediately
after Section 23(7) thereof, creating an exemption to requirement
for registration and titling provisions for trailers or semi-trailers
when certain requirements are fulfilled.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 23(8) be and it is hereby added to Article 66˝
of the Annotated Code of Maryland (1957 Edition), title "Motor
