District shall approve the payment of or be in any manner concerned
in paying, auditing or approving any salary, wage or other compensa-
tion for classified services unless the person to whom such salary,
wage or other compensation is to be paid is a person in such classified
service, or duly exempted or excepted by the District under the pro-
visions of this subtitle.
249M.
No person shall wilfully or corruptly make any false mark or
report upon any examination; no person shall impersonate another
in any examination held under this subtitle; no person shall, by
himself or in cooperation with one or more persons, wilfully or
corruptly defeat, deceive, or obstruct any person in respect to his
right of examination under the provisions of the subtitle, or falsely
mark, grade, estimate or report upon the examination or standing
of any person examined hereunder, or aid in so doing, or furnish
to any person except in answer to inquiries of the State Commissioner
of Personnel, any special information for the purpose of either im-
proving or injuring the rating of any such person for appointment
or employment. No applicant shall deceive the said District or the
State Commissioner of Personnel for the purpose of improving his
chances or prospects for appointment. No person about to be ap-
pointed to any classified position shall sign or execute a resignation
dated or undated in advance of such appointment. Any such resigna-
tion shall be of no effect.

The State Commissioner of Personnel shall carry out all of the
duties required of him under this subtitle, but the State Employment
System shall not otherwise be considered in force or applicable to
said Charles County Sanitary District, Inc.
249-O.
For the purpose of defraying the expenses of administering this
subtitle, the District may employ such personnel and make such
expenditures as necessary to carry out the purposes of this subtitle
and shall reimburse the treasury of the State of Maryland for such
reasonable costs which may be incurred by the Office of the State
Commissioner of Personnel in carrying out its functions under this
subtitle.
249P.
Any person who violates any of the provisions of this subtitle is
guilty of a misdemeanor and, on conviction thereof, shall be punished
by fine of not less than $50 and not more than $500.
249Q.
If any word, phrase, clause, sentence, or other part or parts of
this subtitle shall be held unconstitutional, such unconstitutionality
shall not affect the validity of the remaining parts of this subtitle
or of all other sections thereof.
