of youth and adults of this state as it deems necessary. It shall plan
for and put into effect such projects as may be necessary and desir-
able to improve and strengthen the physique and the health of the
residents of this state. The Commission shall maintain liaison with
the State Department of Education, County and City Boards of Edu-
cation, private and parochial schools, Physical Fitness Commissions
of the several political subdivisions of this state and comparable
agencies in other states or under the federal government, and it shall
consult with and advise these local Commissions on their programs
of physical fitness.
(b) The Commission shall disseminate information in the interest
of physical fitness programs in this state by publication, advertise-
ment, conferences, work shops, programs, lectures, and other means.
(c) It shall collect and assembly ASSEMBLE pertinent informa-
tion and data available from other departments and agencies of the
state government.
(d) The Commission may employ professional, technical, clerical,
stenographic, and other personnel to carry out its duties and func-
tions within the limits of budgetary appropriations from time to
time. All employees of the Commission are subject to the rights and
duties NONE OF THE EMPLOYEES OR OFFICERS OF THE
COMMISSION ARE SUBJECT TO THE PROVISIONS contained
in Article 64A of this Code, title "Merit System."
(E) THE FUNDS FOR THE COMMISSION WHICH ARE IN-
CLUDED IN THE BUDGET FROM TIME TO TIME SHALL NOT
EXCEED TWENTY-FIVE THOUSAND DOLLARS ($25,000) AN-
NUALLY.

(a) The Commission shall meet regularly at the call of the Gov-
ernor, the Executive Director, or the Chairman. Twelve members
are a quorum. The Commission shall adopt such rules and regula-
tions as are necessary and proper to govern its procedure and busi-
ness.
(b) The Commission shall make an annual report to the Governor
and the members of the General Assembly, including therein sug-
gestions and recommendations for protecting and improving the
physical fitness of the residents of this State.

(a) The Governor shall appoint in each county and the City of
Baltimore a local Physical Fitness Commission, each to be composed
of from fifteen to twenty-five residents of the particular political sub-
division. Such appointments shall be made from persons who have
shown an interest in physical fitness. All members of these Commis-
sions shall serve without pay. From time to time the Governor shall
name one member of each Commission as its Chairman.
(b) If the federal government or any agency or officer thereof
offers to the state or to any such political subdivision services, equip-
ment, supplies, materials, or funds by way of gift, OR grant, or loan
for purposes of physical fitness, the State of Maryland, acting through
