all services rendered and all utilities operated by the town and the
cost of all capital improvements payable from current revenues.
[by levying and assessing the same generally upon the whole of the
assessable property of said town; provided, that the taxes for all
purposes shall not exceed $1.00 on every one hundred dollars worth
of taxable property in any one year, which] In order to pay all or so
much of said damages, expenses and appropriations as may not be
payable from other revenues, the Commissioners are authorized and
empowered to levy, in each year, an annual ad valorem tax on all
property in the town subject to municipal taxation at a rate not
to exceed in any year $1.00 on each $100.00 of the assessed value of
such property. In addition, the Commissioners are authorized and
directed to provide in each year for the payment of the maturing
principal of and interest on all bonds, notes and other indebtedness
of the town and, in order to pay all or so much of said maturing
principal and interest as may not be payable from other revenues,
the Commissioners shall levy, without limitation, an annual ad val-
orem tax in rate and amount sufficient for the purpose. Said
taxes
shall be collected by such person or persons as the said Commis-
sioners may see fit to appoint; and the said Commissioners shall fix
the term of office, amount of bond and compensation of such collec-
tors.

Sec. 2. And be it further enacted, That the effectiveness of this
Act shall be subject to the requirement of Section 5 of Article XI-E
of the Constitution of Maryland that no such local law shall become
effective in regard to a municipal corporation until and unless it
shall have been approved at a regular or special municipal election
by a majority of the voters of that municipal corporation voting on
the question.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 593
(Senate Bill 542)

AN ACT to add 11 new Sections under the new subheading "Rede-
velopment—Urban Renewal", to the Charter of the Town of Leon-
ardtown as said Charter is contained in Article 19 of the Code of
Public Local Laws of Maryland (1930 Edition), title "St. Mary's
County", sub-title "Leonardtown", to authorize and empower the
Town of Leonardtown to carry out urban renewal projects, the re-
development, rehabilitation of slum or blighted areas, including the
acquisition of property for such purposes with certain provisions
in regard to such acquisition by the exercise of the power of emi-
nent domain; declaring such activities to constitute functions in
furtherance of which the Town of Leonardtown may exercise the
power of taxation, spend public funds and extend public credit;
granting to the Town of Leonardtown certain additional powers
and authority necessary or proper to carry into full force or effect
the powers hereinabove mentioned and place certain restrictions
and limitations on certain powers granted.
