FERABLE SPECIAL PERMITS FOR THE PURPOSE. STATE
GAME WARDENS MAY ACT AS REPRESENTATIVES OF THE
STATE INSURANCE COMMISSIONER IN THE ISSUANCE OF
SUCH PERMITS TO FARMERS FOR USE IN THE CONTROL
OF DESTRUCTIVE BIRDS.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964. JANUARY 1, 1965.

(Senate Bill 521)

AN ACT to repeal and re-enact, with amendments, Section 303 of
the Code of Public Local Laws of Cecil County (1961 Edition),
being Article 8 of the Code of Public Local Laws of Maryland,
title "Cecil County", sub-title "Perryville", so as to modify the
limitation on the taxing power of the Town therein contained by
providing that, subject to approval on referendum as required by
Section 5 of Article XI-E of the Constitution of Maryland, the
Town shall have the power to levy ad valorem taxes on all property
in the Town subject to assessment for such taxes at not exceeding
the limited annual rate of $1.00 per $100 of assessed value to pro-
vide funds for the operation and administration of the municipal
government and the provision of capital improvements payable
from current revenues, and without limitation as to rate or amount
to provide funds to pay the principal of and interest on the bonded
indebtedness of the Town.

Whereas, by Chapter 331 of the Laws of Maryland of 1959, the
limitation on the power of the Commissioners of Perryville to levy
ad valorem taxes was increased, but it is questionable whether said
Act was properly submitted to referendum as required by Section 5
of Article XI-E of the Constitution and, accordingly, it is desirable
that a new Act be passed clarifying the taxing power of the Town so
that the same may be properly submitted to referendum as required
by said constitutional provision.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 303 of the Code of Public Local Laws of Cecil County
(1961 Edition), said Code being Article 8 of the Code of Public Local
Laws of Maryland, title "Cecil County", sub-title "Perryville", be and
the same is hereby repealed and re-enacted, with amendments, to read
as follows:

303. Same; assessments for cost; tax rate.

The Commissioners of Perryville [They] shall have power to pro-
vide for the payment of the damages and expenses of opening, widen-
ing, laying out, grading, improving and keeping in good condition
the streets, lanes and alleys in said town, [and for such an amount
as may from time to time be deemed necessary for corporate pur-
poses,] and to provide for the payment of all appropriations made by
the town for the operation of the town government, the expenses of
