SEC. 3. AND BE IT FURTHER ENACTED, THAT AS OF
JUNE 1, 1963, OR AS OF JUNE 1, 1965, AS THE CASE MAY
BE, THE BOARD OF COUNTY COMMISSIONERS OF WICOM-
ICO COUNTY SHALL REFUND TO THE HOLDER OF A
LICENSE FOR ANY SUCH SPECIFIED MACHINE OR DEVICE,
THE KEEPING, MAINTAINING OR OPERATING OF WHICH
IN WICOMICO COUNTY IS THEN ILLEGAL, A PROPORTION-
ATE SHARE OF THE LICENSE FEE FOR THE UNEXPIRED
PORTION OF THE LICENSE YEAR.

SEC. 4. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JUNE, 1, 1963.

June 1, 1963.

AN ACT to repeal and re enact, with amendments, Sections 101,
102 (b), and 103 (a) AND 105 of Article 48A of the Annotated
Code of Maryland (1957 Edition and 1962 Supplement), title
"Insurance", sub title "Fireworks", and to add new Sections 104A

104E to said sub-title, to follow immediately after Section 104

AN ACT TO REPEAL AND RE-ENACT, WITH AMENDMENTS,
SECTIONS 15, 16 (B), 17 (A) AND 19 OF ARTICLE 38A OF
THE ANNOTATED CODE OF MARYLAND (1957 EDITION
AND 1962 SUPPLEMENT, AS AMENDED BY CHAPTER 143
OF THE ACTS OF 1963), TITLE "FIRES AND INVESTIGA-
TIONS", SUB-TITLE "FIREWORKS" AND TO ADD NEW SEC-
TIONS 18A TO 18E INCLUSIVE TO THE SAID ARTICLE AND
SUB-TITLE OF THE CODE, TO FOLLOW IMMEDIATELY
AFTER SECTION 18 thereof, providing for the licensing and
regulation of fireworks plants, as therein defined; defining the
crimes of violating such license and regulatory provisions; in-
creasing the penalties for the sale, possession, or discharging of
fireworks; ALLOWING LOCAL GAME WARDENS TO ACT AS
REPRESENTATIVES OF THE STATE INSURANCE COM-
MISSIONER and relating generally to the manufacture, posses-
sion, and transfer of fireworks in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 101, 102 (b), and 103 (a) AND 105 of Article 48A of
the Annotated Code of Maryland (1957 Edition and 1962 Supple-
ment), title "Insurance", sub title "Fireworks", be and they are here-
by repealed and re-enacted, with amendments; that new Sections
104A 104E be and they are hereby added to said sub-title, to follow
immediately after Section 104 thereof, and all to read as follows:
