CHAPTER 587
(Senate Bill 297)

AN ACT to add new Sections 145A to 145D, inclusive, to the Code
of Public Local Laws of Allegany County (1955 Edition, being
Article 1 of the Code of Public Local Laws of Maryland), title
"Allegany County", to follow immediately after Section 145 there-
of and to be under the new sub-title "Ellerslie Special Tax Area",
creating the community of Ellerslie in Allegany County as a
special taxing area for the purpose of providing electric lights
along the streets, alleys, and public ways of Ellerslie, defining the
extent of this special taxing area, providing for the imposition of
certain taxes therein and relating generally to the duties of the
County Commissioners and of the community of Ellerslie with
respect to such electric lighting system; and submitting this act
to a referendum of the voters in said tax area.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 145A to 145D, inclusive, be and they are hereby
added to the Code of Public Local Laws of Allegany County (1955
Edition, being Article 1 of the Code of Public Local Laws of Mary-
land), title "Allegany County", to follow immediately after Section
145 thereof, to be under the new sub-title "Ellerslie Special Tax
Area", and to read as follows:

Ellerslie Special Tax Area

145A. For the purpose of this sub-title the community of Ellers-
lie, in Allegany County, as hereinafter described, constitutes a spe-
cial taxing area or district and shall be deemed and taken to com-
prise that certain parcel of land as follows:

Beginning at the high water mark on the easterly side of Wills
Creek at the dividing line of the State of Pennsylvania and the State
of Maryland, known as the Mason and Dixon Line, and running
thence north 84 degrees 30 minutes west 4810 feet more or less;
thence south 6 degrees 15 minutes west 2830 feet more or less; thence
north 89 degrees east 330 feet more or less; thence south 6 degrees
20 minutes west 1130 feet more or less; thence south 69 degrees 30
minutes east 1280 feet more or less; thence north 39 degrees 30
minutes east 490 feet more or less; thence south 88 degrees 20
minutes east 1180 feet more or less; thence south 78 degrees 45
minutes east 200 feet more or less; to a point at the high water
mark on the easterly side of Wills Creek; thence northeast along the
easterly side of Wills Creek for a distance of 4200 feet more or less
to the point of beginning. This area is hereafter in this sub-title
referred to as "Ellerslie"..

145B. (a) The Board of County Commissioners of Allegany
County shall levy and cause to be collected from the property owners,
at the time of the County Tax Levy for the year 1963 or any suc-
ceeding year, within this described area of Ellerslie as created in
this sub-title, such amounts not exceeding fifteen cents on each one
hundred dollars' worth of assessable property in Ellerslie as may be
requested by a majority vote of the residential real estate owners of
legal age, who are assessed as owners of real estate in such area and
are present at a meeting called for this purpose by the Citizens'
