SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to direct the Governor to place an item in the Supplemen-
tary Budget REQUEST THE BOARD OF PUBLIC WORKS,
FROM CONTINGENCY FUNDS AT ITS DISPOSAL, TO PRO-
VIDE FUNDS for the purchase from the leaseholder of the oys-
ters on a tract of 150 acres of bottom in Piney Island Swash in
the Manokin River.; AND IMPOSING A TAX ON OYSTERS
CAUGHT FROM THIS TRACT OF LAND AFTER IT HAS
BEEN PURCHASED BY THE STATE, WHICH TAX SHALL
BE DISCONTINUED FROM AND AFTER THE TIME THE
PROCEEDS OF THE TAX EQUAL THE AMOUNT OF THE
PURCHASE PRICE.
Section 1. Be it enacted by the General Assembly of Maryland,
That fee Governor is directed to place an item in the Supplementary
Budget, THE BOARD OF PUBLIC WORKS IS REQUESTED,
FROM THE CONTINGENCY FUNDS AT ITS DISPOSAL, TO
PROVIDE FUNDS in the amount of $49,770, to purchase from the
leaseholder the oysters on a tract of 150 acres of bottom in Piney
Island Swash, Manokin River, now under lease to George T. Harri-
son, Richard Webster, et al.
SEC. 2. AND BE IT FURTHER ENACTED, THAT IN ADDI-
TION TO THE TAXES ON OYSTERS IMPOSED BY SECTION
711 OF ARTICLE 66C OF THE ANNOTATED CODE OF MARY-
LAND (1957 EDITION AS AMENDED), A TAX IS IMPOSED
ON OYSTERS CAUGHT FROM THE TRACT OF LAND DE-
SCRIBED IN THIS ACT. THIS TAX SHALL BE AT THE RATE
OF FIFTY CENTS (50c) PER BUSHEL AND IT APPLIES TO
ALL OYSTERS TAKEN FROM THIS TRACT OF LAND FROM
AND AFTER THE TIME IT IS PURCHASED BY THE STATE.
THE PROVISIONS APPLICABLE TO THE COLLECTION OF
THE TAXES IMPOSED BY SAID SECTION 711 ALSO APPLY
TO THE COLLECTION OF THE TAX IMPOSED BY THIS ACT.
THE IMPOSITION OF THE TAX SHALL CONTINUE UNTIL
THE PROCEEDS OF THE TAX EQUAL THE AMOUNT OF THE
PURCHASE PRICE. AT SUCH TIME THE TAX IMPOSED ON
SUCH OYSTERS BY THIS ACT SHALL BE DISCONTINUED
AND NO LONGER IMPOSED AND COLLECTED.
Sec. 2. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.
